Contributions

As an IT Project Manager, you will be responsible for planning, executing, and closing complex IT projects within the organization. You will work collaboratively with cross-functional teams to ensure project success, compliance with federal regulations, and alignment with agency objectives. You will be a member of our Cybersecurity and DevSecOps practice leading IT projects that deliver features to support cloud and application development. We are looking for candidates with 12-16 years experience with responsibility for leading cross functional and technical teams to drive projects from conceptual design feasibility through requirements, budget, completed design, implementation, testing, and deployment.

Responsibilities include:

Serves as the technical delivery leader, accountable for completion of team delivery efforts including quality oversight and client acceptance

Develop comprehensive project plans, including scope, objectives, schedules, budgets, and resource allocation.

Identify, assess, and manage project risks, including compliance risks related to federal regulations and standards.

Allocate and manage project resources, including personnel, budget, and technology assets.

Maintain clear and effective communication with project stakeholders, including agency leadership, team members, and external partners.

Fosters and promotes innovative thinking across the client environment

Ensure that project scope remains aligned with agency goals and objectives and manage scope changes when necessary.

Builds and maintains client relationships, developing a strategic vision for clients and internal teams

Handles challenging client situations and offers technical and business guidance & direction to client executives

Manages staff and monitors performance and training needs to create skills expansion and career advancement opportunity

Works with the end customers, stakeholders and product owners to understand the program objective, needs, and convey those to the team

Automate and improve development, testing, deployment, and release processes

Responsible for leading agile ceremonies and advocating best practices

Ensuring that systems are safe and secure against cybersecurity threats

Identifying technical problems, performing root cause analysis, and developing software updates and ‘fixes’

Working with software developers and software engineers to ensure that development follows established processes and works as intended

Develops DevSecOps technical strategies, visions and roadmaps

Document as-is state of the environment, perform a gap analysis, and produce artifacts that articulate options and recommendations

Leverage virtualization and containerization to optimize and modernize software systems

Leads and manages team members

Assists in sales and technical strategy activities beyond their current program

Engineer and implement solutions and provide recommendations for continuous improvement for the services provided

Qualifications

Required:

Ability to obtain a U.S. government Security Clearance

U.S Citizen

BS Degree in an IT field OR BS in a non-IT field and 10 years related IT experience

Proven experience of leading the deployment of enterprise and custom Software solutions in client environments

Demonstrated ability to influence and consult while providing thought leadership to sponsors/stakeholders in solving governance, program/project management, business process and/or technical problems

Proven experience growing and selling while delivering

Extensive exericen leading IT project or security teams

8 Years of Experience with one or more clouds (i.e. AWS, Azure, or GCP)

5 Years of Experience with Git SCM providers such as GitHub, GitLab, Bitbucket

5 Years of Experience with one or more programming or scripting languages

5 Years of application DevSecOps Experience with actual/active development experience in an Agile environment

5 Years of Experience implementing infrastructure as code and orchestration

5 Years of Experience building CI/CD pipelines with tools such as Jenkins, GitLab CI/CD, GitHub Pipelines, CircleCI, TravisCI

3 Years of Experience integrating deployments with industry standard DevSecOps tooling and orchestration

Preferred:

MS Degree

Certifications: Must possess PMP and at elast one technical certification

CISSP

AWS Certified DevOps Engineer

AWS Certified Solution Architect Professional

Microsoft Certified DevOps Engineer Expert

SAFe Scrum Master Certification

Certified Scrum Master

PMP

Experience implementing Automated Testing frameworks including Selenium

Excellent written and verbal communication skills, interpersonal and collaborative skills

Experience with documenting an as-is state of the environment, perform a gap analysis, and produce artifacts that articulate options and recommendations preferred

Experience with automation tools, including Pivotal, Chef, Terraform, CloudFormation, or Ansible
