Jhpiego seeks an HIV Clinical Advisor for the newly awarded USAID-funded Comprehensive Community Prevention and Continuum of Care (C4) Program – Component C in Botswana. As the technical assistance provider, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social services. Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their leadership capacity, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial period of performance is two years with the possibility of three, one-year renewal periods.

HIV Clinical Advisor will serve as the subject matter expert for the HIV clinical continuum including testing, linkage, treatment, and viral suppression services for OVC; and pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), contraception, sexually-transmitted infection (STI) screening and treatment, post-GBV care, and other clinical services as part of primary health care. They will advise on how to best reach and retain vulnerable and priority populations based on evidence-based practices and will provide direct technical assistance and training to Components A & B partners responsible for direct service delivery on prevention (i.e. PrEP), HIV testing services (HTS)/HIV diagnosis, linkage to treatment, retention in care, and achieving/maintaining viral suppression for those at risk of HIV and those living with HIV/AIDS. The HIV Clinical Advisor will also provide input on the development of guidelines, standard operating procedures (SOP), and training materials. Reporting to the Senior HIV Technical Advisor, the HIV Clinical Advisor will work closely with technical representatives of USAID, GOB at the national and district levels, NAHPA, Components A&B, and other key stakeholders.

Responsibilities

The Clinical Advisor responsibilities will include:

Coordinate with the Senior HIV Technical Advisor and Technical Officer for the successful delivery of technical assistance and implementation of activities for the C4 project

Continually assess the technical capacity-strengthening needs of the Ministry of Health, Ministry of Education and Skills Development, Ministry of Local Government, Department of Gender Affairs, and implementing partners directly providing DREAMS, OVC, and GBV services

Work closely with the Senior HIV Technical Advisor and the Technical Officer in providing technical assistance to the Ministry of Health, Ministry of Education and Skills Development, Ministry of Local Government, Department of Gender Affairs, and

implementing partners directly providing DREAMS, OVC, GBV services and PHC integration

Coordinate and support technical capacity-strengthening activities (training, workshops, mentoring coaching) to supported-Implementing Partners

Represent the project in stakeholders’ meetings such as TWG, performance review meetings, and other coordination meetings

Support the gathering, documentation, and dissemination of success stories, best practices, and lessons learned

Provide input into the revisions of training materials, SOPs, and other technical documents

Work with the relevant stakeholders to ensure the availability of commodities (HIV test kits, PrEP and PEP, contraception, STI treatment, and others)

Assist with synthesis of findings from program activities for results reporting.

Draft, edit, and proofread technical materials and appropriate reports of program activities and results to the donor, including progress reports, activity charts, and annual reports.

Contribute technically to the development of annual workplans and budgets, including the development of activity plans/budgets.

Coordinate and/or represent the Project Team in professional circles through meetings, conferences, and presentations.

Required Qualifications

A clinician registered with the Botswana Health Professions Council or Nursing and Midwifery Council of Botswana

Has KITSO training

At least 3 years of experience working in HIV prevention, care, and treatment including prevention of mother-to-child transmission (PMTCT), paediatric ART, and monitoring of clinical outcomes

Knowledge of adolescent sexual and reproductive health (ASRH) Programming

Fluency in verbal, written, interpersonal communication, and presentation skills in English and Setswana.

Strong change management, results-oriented, and decision-making skills.

Excellent skills in facilitation, team building, and coordination and demonstrated experience with training and mentoring of health workers.

Excellent problem-solving, decision-making, organizational, and communication skills, with the ability to prioritize multiple tasks and work effectively in a demanding environment.

Possession of computer skills including MS Office Word, PowerPoint, and Excel
