EmployIndy guides the local workforce ecosystem and makes strategic investments to remove barriers to quality employment for underserved and underrepresented residents. The vision for EmployIndy is clear: for all Marion County residents to have access to services and training necessary to secure a livable wage and grow in a career that meets employer demand for talent.

The Community Career Services Program Manager (CCSPM) is a full-time grant-funded project management position responsible for assisting the Sr. Director of Community Career Services in leading programs that result in recruitment and re-engagement of Opportunity Youth and adults into education and workforce development services. This is a critical role for improving outcomes that increase economic security for unemployed and underemployed adults and disconnected Opportunity Youth. The CCSPM will work internally with managers in the adult, youth, and emerging adult departments to ensure strategic alignment of services. In addition, the CCSPM will collaborate and coordinate with Grants & Procurement and Performance Improvement teams to administer programs with day-to-day management responsibilities.

This position will be located at EmployIndy and report to the Sr. Director Community Career Services.

To be successful in this role you will accomplish:

As manager of these community -based programs and services, the incumbent will provide technical assistance on grants funds compliance, enrollment, KPI’s, data reporting and effective integration of workforce and positive youth development best practices to service providers receiving funds deployed through EmployIndy to deliver specialized youth and young adult employment training and supportive services. These services include but are not limited to:

City Jr. Park Ranger Initiative

ARPA Micro-Programs

Youth Employment System (YES Indy)

o YES Indy Re-Engagement Centers (RECs)

o Power Huddle (v1.0, v2.0 & v3.0)

o B/C Level Occupational Pathway Training

YouthBuild AmeriCorps/Department of Labor

Community Development Block Grant (CDBG)

You will also:

Provide lead project management to the City Jr. Park Ranger program through planning, implementation, execution, data management, budgeting, and reporting.

Schedule, plan and facilitate Community of Practice meetings with service providers

Provide technical guidance to service providers.

Conduct fiscal and programmatic monitoring

Proactive and routine communication and follow-up with service providers

Review and approve monthly AERs (Accrued Expenditure Reports)

Assist with data requests to support strategic initiatives, including extracting information from program data systems.

Collaborate with multiple colleagues and departments.

Participate in solving logistical issues.

Perform other duties and projects as assigned.

Education and Experience

Post-Secondary credential required; associate degree preferred

2 years or more of training and programs/project management related experience

Progressive work history with increasing levels of accomplishment required

Knowledge, Skills and Abilities

Knowledge of CRM, Google Suite, Microsoft Office Suite systems, Efforts to Outcome, and Job Ready Indy (JRI) Administration

Strong verbal and written communication skills

Knowledge of the theories, principles, practices and methodology of statutes, regulations and policies involving workforce development

Knowledge of publicly funded workforce programs

Ability to be creative in developing alternatives to meet EmployIndy needs

Ability to communicate complex theories and principles to a broad spectrum, both verbally and in writing

Ability to maintain cooperative work relationships
