NAME OF PROJECT: REGIONAL RUSUMO FALLS HYDROELECTRIC PROJECT (RRFHP)

TITLE OF TENDER: EXECUTION OF WORKS FOR THE DESIGN, SUPPLY, CONSTRUCTION, AND COMMISSIONING OF A SOLAR CAR PARK WITH A CAPACITY OF 100 KWP

The Regional Rusumo Falls Hydro Electric Project (RRFHP) is a project of the Nile Basin Initiative implemented by the Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) on behalf of the Rusumo Power Company Limited (RPCL) meant to benefit three neighboring countries to name Burundi, Rwanda and Tanzania. RRFHP is expected to produce about 80 MW on the Kagera River at the Rusumo Falls located on the border between Rwanda and Tanzania under a Run of River (ROR) scheme.

Rusumo Power Company Limited (RPCL) which was formed in 2013 and registered in Rwanda and Tanzania where the project facilities are located, is implementing the project through a public financed, privately managed mechanism. Upon completion and commissioning, RPCL will operate and maintain the power plant and its associated facilities using its own staff or hire services of a Private Operations and Management Contractor.

The RPCL through NELSAP has received financing from the IDA the World Bank towards the cost of Rusumo Project and intends to apply part of the proceeds toward payments under the contract for the Execution of Works for the Design, Supply, Construction, and Commissioning of a Solar Car Park with a Capacity of 100 KWP

The NELSAP now invites sealed bids from eligible bidders for the Execution of Works for the Design, Supply, Construction, and Commissioning of a Solar Car Park with a Capacity of 100 KWP.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non- Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers of February 2011 revised in July 2014 (“Procurement Guidelines”), and is open

to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Bids must be submitted at RPCL Administration Building, located in the United Republic of Tanzania in Rusumo-Ngara District near the border of Tanzania and Rwanda on or before 17th May 2024 at 11:00 AM Tanzania Time, Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address above on 17th May 2024 at 11:30 AM Tanzania Time.

A mandatory site visit at Rusumo where the houses are located is scheduled on 30th April 2024, from 11:00 AM to 1:00 PM Tanzania Time. Interested Bidders will meet at RPCL Administration Building, located in the United Republic of Tanzania in Rusumo-Ngara District near the border of Tanzania and Rwanda at 10: 45 AM Tanzania Time and will be guided by a RPCL Engineers.

All bids must be accompanied by a Bid Security of Two Thousand United State Dollars (USD 2,000) or an equivalent amount in a freely convertible currency, issued by the bank or any reputable financial institutions.
