Purpose of the Job

This role is to provide the logistics support to the Construction of E&M works in NSCR project in Philippines.

The TSA Engineer is in charge of implementing and following up on the following :

Design the layout of Temporary Staging Areas (TSA).

Ensure necessary permits are obtained for operating the TSA.

Set up Temporary Staging areas on time and with budget control.

Ensure the TSA is equipped with the facilities, plants and tools and materials to support the construction works.

Ensure logistics and facilities support are rendered to the site installation teams and coordinate with the Warehouse team to provide timely materials for installation.

Operate the TSA in a Safe manner.

Optimise the running costs of the TSA.

Ensure the security of the TSA against loss of materials.

Ensure preventive maintenance is done to the Plants as per suppliers’ recommendation.

Provide temporary utilities to the TSA and to the supported work site on the viaduct, tunnel or depot.

Site follow-up and plant mobilisation as per mobilisation plan

Ensure synergy and optimisation between different TSAs.

Manage the inventory on plants & tools and materials in the TSA.

Objectives

Provide timely facilities and logistics support to Construction teams

Respect of the maintenance schedule for each machine

Ensure proper maintenance operation as per machine supplier description

Optimize the TSA space and costing

Manager traffic control plans

Responsibilities

For the PREVENTIVE and CURATIVE MAINTENANCE part:

Handle the forms of work orders

Organise the workshop team activity as per maintenance schedule

Ensure proper store for materials, tools, and consumable stock

Ensure proper tools for maintenance operation

Organise the movements of materials in case of intervention on site

For the SITE FOLLOW-UP part:

Liaise with construction team for plant weekly activity and location

Organise maintenance shifts as per plant use schedule

Organise maintenance stand-by shift for intervention during night

Follow-up the site electro-mechanical facilities installation

For the TSA & WORKSHOP organisation part:

Handle the TSA safety, as per logistics and machine maintenance activities

Handle the TSA storage for spare parts, tools, consumable

Ensure proper workload for each team member

For the Work front TSA part :

Set-up and maintain the TSA installations. Supervise installation and coordination of site facilities (power supply, water supply, office, toilets, tanks, generator, lighting)

Represent Logistics department in work front TSA daily management activities (monitoring, supplies)

Educational Requirements

Mechanical Engineer, Electro-Mechanical technician.

Experience

Minimum 10 to 15 years for Managerial position in logistics and warehousing roles in construction projects. Experience in Railway projects will be a plus.
