JOB DESCRIPTION:

Work Experience Mandatory:

Requires no less than 15 years of Infrastructure Protection/Infrastructure Security experience

Requires 10 years previous experience in performing or managing those who perform duties categorized as administration services (can be combined)

Requires no less than 7 years previous experience working within an Executive Secretariat Team

Requires no less than 5 years previous experience serving in a Supervisory Management capacity

Requires previous knowledge and experience with Counter-Improvised Explosive Device Programs, Trainings, and Outreach

Requires previous experience in leading a team of 10+

Requires previous experience liaising between contract staff and government client staff

Requires previous experience in completing deliverables to be submitted to the contracting officer's representative

ROLES AND RESPONSIBILITIES

Project Manager

The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this SOW and shall possess experience that meets the outlined criteria in the below required experience bullet list, in addition to excellent overall business and organizational skills with demonstrated success in achieving financial goals, managing multiple functions, managing relationships with clients, and providing quality service based on client requirements.

The Project Manager shall direct day-to-day management of contract support operations, involving multiple tasks and groups of personnel at multiple locations, or on a single project; demonstrate skills in the scope of work of this SOW; provide technical guidance to the project team in performance of the work and reviews the quality of all work products; and organize, direct, and coordinate the planning and production of all contract support activities.

The Project Manager shall be responsible for staffing, project planning, project financials, and staff direction and oversight. The Project Manager shall assist senior management as required in managing contract performance.

The Project Manager shall be a single point of contact for the Contracting Officer and the COR. The Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government.

During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed for this SOW.

The Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior approval from the Contracting Officer.

The Project Manager is ultimately responsible for the Contractor's performance during the execution of the events workshops, briefings and meetings, to include logistics before, during, and after the events.

The Project Manager shall be available to the COR via telephone between the hours of 0730 and 1600 ET, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification. Additionally, the Project Manager will notify the COR, by email or telephone, of any vacation, sick leave or appointment that would make said individual not available to the COR and the PM within days/hours listed.

WORK HOURS

Contractor employees shall generally perform all work between the hours of 0800 and 1700 EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.

TRAVEL REQUIRED

Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. The Contractor shall be responsible for obtaining COR approval (electronic mail is acceptable) for all reimbursable travel in advance of incurring travel expenses. All associated requirements with travel, will be conducted in Huntsville Alabama, USA. If applicable the contractor will be required to travel from 1110 North Glebe Road, Alexandria, VA 22201 to future identified locations within Huntsville Alabama, USA. Travel will not exceed a total of five (5) trips per authorized/exercised period of performance following the Base Year.
