SUMMARY

Under the supervision of the IT Director, manage the implementation of large Information System (IS) projects, including application maintenance, support, and process improvement projects, to accomplish the goals and objectives of several key projects simultaneously. Knowledge of IT architecture, infrastructure, and networking is necessary.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Act as a liaison between GRTC Transit System and software application vendors with the installation of complex software programs.

Ensure that projects meet all deliverables through robust Project Management skills utilizing the standard phases of initiating, planning, executing, controlling, and closing.

Proven ability to influence across all departments without direct authority.

Work and communicate with all levels of staff and vendors.

Training and support of software applications to specified departments.

Assist with the development of business processes and procedures.

Coordinate activities with vendors during system implementation, upgrades, maintenance, and support activities.

Develop project plans, timelines, and milestones (including Gantt charts where appropriate).

Manage project documentation, communications, meetings, and meeting minutes.

Conduct user group meetings when appropriate.

Facilitate meetings to resolve issues and/or gain consensus.

Assist the information systems department in various activities to support all users, including hardware and software problem management.

Mentor, guide, and assist IT project manager.

SPECIFIC PROJECT RESPONSIBILITIES

Plan and oversee projects (e.g., upgrades, hardware/software installations)

Coordination and completion of multiple technology projects on time, within budget, and scope

Continued management of run cutting/scheduling and operator management software (Hastus)

Assist in minor website updates and collaborate with vendors on major web initiatives

Assist with the management of CAD/AVL software. (Computer-aided dispatch/automatic vehicle locator)

Ensure continued seamless integration of the CAD/AVL with HASTUS

Manage and oversee functions and user experience of the telephony system (i.e. RingCentral)

Provide user training and education of various applications and system functions as GRTC end users or management requested.

Assist in developing and adhering to a long-term strategy for GRTC’s technology needs.

Assist in managing daily helpdesk ticket resolution.

Education and/or Experience

Bachelor’s Degree – Information Systems preferred

Five years experience in various areas of information systems/application support (transit experience preferred, specifically in run-cutting, scheduling/operator management)

Three years in successful project management utilizing project management tools, systems development lifecycles, and methodology. PMP certification preferred.

Excellent written and oral communication and conflict resolution skills required

Excellent documentation and organizational skills required

Training experience with software applications preferred

Administrative experience with Microsoft SQL

Strong Windows and Microsoft Office skills

Web development/maintenance experience desired

Great Plains experience a plus
