Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Finance and Acquisition Directorate Is responsible for all international and multinational appropriated and non-appropriated funds in ACO. The responsibility encompasses supervision and oversight of subordinate ACO commands and development of financial and acquisition policies. The Directorate represents SHAPE/ACO in the Budget Committee, participates in the development of international agreements and the annual Consolidated Resource Plan (CRP), and advises/assists the SHAPE Command Group with respect to Military Budget-funded requirements. The Directorate plans and executes the annual ACO military budget with the contracting, finance and accounting, and cash management it entails whilst ensuring coordination with external entities is observed.

The ACO Corporate Accounting and Control Branch performs delegated financial controller functions for the Allied Command Operations (ACO) HQs.

The Corporate Accounting Management Section ensures solid finance, accounting and cash management expertise on ACO HQs and operations for the SHAPE Comprehensive Crisis Operations Management Centre (CCOMC).

The section is responsible to develop policy, procedures and revision of processes for ACO, based on international accounting standards and NFRs, to coordinate the ACO consolidated financial statement process, to monitor and control the General Ledger accounting book ACO-wide and to ensure that financial reporting and property accounting activities reflect proper accountability and transparency.

The incumbent will administer the master data including the ACO Chart of Accounts, ACO-wide customers, bank accounts and travellers profiles. In addition, the incumbent will be the Branch CIS POC leading the Branch information knowledge management and will provide support to the CAC personnel for the travel administration.

Principal Duties

The incumbent's duties are:

1) Analyse, validate, create, and maintain ACO Master Data in line with ACO policies and directives including:

a) customer records ACO-wide;

b) bank and bank branches ACO-wide;

c) beneficiaries bank account records ACO-wide;

d) account code combinations ACO-wide;

e) supplier records (for personnel in theatres, SHAPE temporary staff,…);

f) traveler profiles (employee, supplier, bank account records) for SHAPE HQ.

2) Responsible to verify the supporting information delivered by the different parties to meet internal control requirements and regulations.

3) Provide feedback and make suggestions to contribute to the optimisation of processes.

4) Contribute to setting guidelines and procedures in line with best practices and standards. Develop and maintain Master Data management policies and procedures.

5) Contribute to the development and maintenance of the ACO Chart of Accounts.

6) Contribute to information knowledge management through documenting systems and processes.

7) Administrator for the Share Point Portal managed by the Branch.

8) Build and maintain efficient working relationships with all stakeholders within and outside SHAPE. Maintain staff confidence by respecting deadlines and maintaining confidentiality when appropriate.

9) Operate as Branch Travel Clerk.

10) Participate in relevant training when necessary.

11) Perform any other related duty as assigned.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. Essential Qualifications

A. Professional/Experience

1) Minimum 3 years of experience in using an Enterprise Resource Planning (ERP) system.

2) Minimum 3 years of working experience in a financial related position dealing with a large base of internal stakeholders.

3) Minimum 3 years of knowledge and experience with the management of finance related master data (e.g. bank accounts, customers, suppliers, chart of account, etc.)

4) Minimum 3 years of experience in a position requiring customer service skills.

5) Have knowledge, understanding and hands-on experience dealing with personal data.

B. Education/Training

Higher Secondary education and completed higher vocational training in accounting, finance, management, business administration, public administration, economics or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

C. Language

English - SLP 3333 (Listening, Speaking, Reading and Writing)

Desirable Qualifications

A. Professional Experience

1) At least 4 years of experience with operation of ERPs systems.

2) At least 3 years of hands-on experience in providing centralised Master Data support to a large community using the automated financial system in use in ACO and other NATO bodies (Oracle E-business Suite).

3) Demonstrate familiarity with the organisation and operation of NATO.

4) Experience in contributing to the development and maintenance of SOPs.

B. Education/Training

1) Formal training in Data Protection.

2) Formal training or certification on Oracle E-Business Suite applications.

3) Formal training in SharePoint functional administration.

4) Resource Management Programme (RMEP) Course.

5) CIS Coordinator Course.

Professional Contacts: The incumbent has daily external contacts with staff in all SHAPE divisions and with the financial community in ACO.

Contribution to Objectives: The incumbent will contribute directly to operational mission objectives through provision of centralised Master Data management to all the ACO HQs.

REMARKS:

Duration of contract: Pending Approval. Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
