Team (Project) Introduction

The Office of Performance Analysis and Integrity manages and enhances the Veterans Benefits Administration (VBA) Enterprise Data Warehouse (EDW) which resides on one Oracle M8 Supercluster database and thirteen application servers. Our team provides the technical services required to sustain EDW applications to include Project Management, Data Warehouse Management, Advanced Analytics, Tableau Server Administration/Tableau Desktop Administration, Technical Collaboration Support, Lessons Learned, Executive Orders and Special Projects, Architectural Enhancement, and Cloud Migration. We also provide management, enhancement, integration, implementation, maintenance, modernization, and infrastructure support for EDW applications and enhancement and maintenance of business intelligence capabilities and predictive analytics.

We are looking for a Senior Program Analyst to join this team. This position is contingent upon award from the government.

Professional Level Information:

Due to the education, experience and expectation of coaching, mentoring, and overseeing less experienced staff, this position is considered to be a management position. A Manager at 9th Way Insignia accomplishes department objectives by managing staff and processes and evaluating department activities. A Manager is responsible for planning, directing and overseeing the operations and fiscal health of a unit, division, or department. Managers require skills and qualifications such as exceptional leadership, communication and interpersonal skills.

Functional Job (LCAT) Information:

A Senior Program Analyst will be responsible for overseeing and managing complex programs from initiation to completion. Must have knowledge in planning, analyzing and evaluating the effectiveness of operating programs. Must be able to use source data to evaluate the effectiveness of programs and business processes. Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations. Must be able to effectively manipulate data to present program status and make recommendations on improving business processes.

Responsibilities:

Support the Program Manager, team, and stakeholders by collecting, compiling, and analyzing data to evaluate the business processes and programs.

As part of an Agile team, support continuous improvement efforts by identifying new data sources, gathering, and analyzing relevant data to evaluate potential or new processes and/or requirements.

Support program deliverables development and updates, and as appropriate, generate applicable deliverables.

Participate in stakeholder meetings to understand and document existing and emerging business requirements; work with team to ensure requirements are being included in future sprint activities.

Participate in team calls and meetings.

Provide coaching, mentorship, and oversight of less experienced Program Analysts.

Provide accurate and timely status reports on the progress of assigned tasks.

Support the development of documentation related to team activities and enhancements, particularly related to customer requirements development.

Create and maintain documentation on processes and procedures and participate in period reviews of existing processes.

Collaborate with staff and the Program Manager to prioritize requests for ad hoc report development.

Collaborate with team members on metadata management and integration of process assets to ensure data consistency and accuracy.

Requirements:

Bachelor’s Degree in a business discipline, an additional 8 years of experience considered in lieu of degree.

10 + years of relevant experience analyzing and evaluating processes and programs.

Familiarity with data warehousing concepts and technologies.

Excellent problem-solving skills.

Strategic Thinker

Strong communication skills to present recommendations and provide training.

Ability to collaborate effectively with cross-functional teams.

Must be authorized to work for any employer in the U.S

Must be able to obtain and maintain the required security clearance.

Salary Range:

The salary range for this position is $104,722 – $112,000

The salary range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
