Project Description

The aim of the anticipated USAID/Kyrgyz Republic Civic Participation Program is to encourage collaborative efforts between government and non-government actors (formal and informal) around issues of broad public concern. The program will support networks of individuals and organizations to advocate for and bring about change across issues that resonate with local communities and increase government responsiveness and accountability in the Kyrgyz Republic. The activity will support the Government of the Kyrgyz Republic and civil society organizations to work together to improve the lives of citizens and improve public services and access to justice.

Position Description

RTI is seeking a Chief of Party (COP) on the anticipated USAID/Kyrgyz Republic Civic Participation Program. The COP will be responsible for overall project performance, management, and execution ensuring all project deliverables are met or exceeded within budget and in compliance with RTI and USAID rules and regulations and local law. This position will provide project planning, oversight. leadership, and coordination. The COP will build and maintain strong and favorable client, partner, community, home office, and team relations. This position will be based in Bishkek, Kyrgyzstan, and reports to the RTI home office.

This position is contingent upon award and funding.

Responsibilities

Provide overall project vision and leadership, manage overall project design and delivery including technical, operational, and financial.

Lead engagement with key stakeholders, including national and local governments, civil society organizations, academia, media, and the private sector.

Responsible for overall liaising with USAID and RTI home office on technical and financial matters, and implementation of and reporting on programming.

Provide overall quality review, feedback, and mentoring of key personnel so that they are motivated, focused, and positioned to deliver high-quality outcomes; Promote a positive and productive team environment.

Ensure high performance of individual team members and work with Project including developing performance planning measures including corrective actions.

Develop subcontract SOWs; provide high-level oversight of subcontract/sub agreement/grantee performance.

Qualifications

Bachelor's Degree and 15 years of experience, Master's degree and 12 years of experience, or equivalent combination of education and experience.

A minimum of 10 years of experience leading local government, good governance, civil society, and/or civic engagement programs including past experience as a Chief of Party, Country Director, or Project Manager on a donor-supported program.

Advanced degree in management, business, a social science discipline, or other relevant subject.

Demonstrated knowledge of the governance and civil society sector across Central Asia.

Experience in private sector engagement and coordination with multiple stakeholders and experience of managing international donor projects.

Demonstrated knowledge, skills, experience, and abilities to provide technical and management leadership to a governance program and to effectively manage a program of similar scope and size.

Extensive and substantive experience working with stakeholders at various levels of government, as well as with non-government and regional organizations.

Strong technical expertise, management skills, and exceptional writing and communications skills in English.
