Statement of Work

This Statement of Work (“SOW”) is between Vendor and the Department of Technology Services (DTS) for the Department of Workforce Services (DWS). This engagement is to provide DTS/DWS with professional services expertise as a Senior Java Web Developer.

License Scope:

DTS is responsible for all licensing requirements of their environments.

Duration:

The proposed level of effort for this engagement is approximately fifteen (14) months (4200 hours). Any increases in the scope, requirements, or scheduling may result in a new or extended professional services agreement.

Vendor Qualifications:

Full stack web developer with expertise in the development of websites and applications. Designs, configures, diagnoses, repairs, upgrades, and optimizes technical solutions in selected discipline(s) at a master technical level. The project will directly involve strong internet web programming using Angular, responsive design expertise, ADA/Section 508 design expertise, JavaScript expertise, Java Web Application expertise, and Oracle RBDMS knowledge.

Project Description:

The Child Care Development Fund (CCDF) is a federal fund (block grant) that provides supplemental financial support and tools to assist families in selecting quality childcare that will prepare children to succeed in school and life. To comply with CCDF reauthorization requirements, the Utah Office of Childcare (OCC) will combine two websites and establish their own Quality Rating and Improvement System (QRIS) called the Child Care Quality System (CCQS).The CCQS will be also be incorporated in the updated Care About Childcare (CAC) website. These sites are currently being hosted and maintained by a third party. This proposal will bring the sites in-house to be developed, maintained and hosted by DTS staff.

The scope for this project includes combining the CAC website and URPD website into one website hosted and maintained on DTS infrastructure and maintained by DTS resources, as well as developing a new electronic CCQS that will be incorporated into the new website.

• 18% Expert Skill Level - Web Development with Angular, Javascript and Jquery

• 18% Expert Skill Level - Java Application development using spring MVC

• 17% Expert Skill Level - Java web development using IntelliJ IDEA

• 17% Expert Skill Level - Oracle database development using TOAD or SQL developer and Oracle PL/SQL stored procedure development

• 30% Cost
