Office of Workforce Development

The Office of Workforce Development (OWD) administers several federal workforce programs and oversees a network of local OhioMeansJobs centers, which provide free job training and other services for Ohioans looking for work and employers seeking workers. What You Will Do

In this role as a senior data analytics specialist with the Ohio Department of Job and Family Services (ODJFS), you will work with and on teams that track, analyze, and report data for several state and federal workforce programs; e.g., Titles I and III of the Workforce Innovation and Opportunity Act, and the Comprehensive Case Management and Employment Program, among others. These programs provide career services and training to job seekers, dislocated workers, and youths, and employer services to employers.

You will assist your supervisor and program and project managers within the Office of Workforce Development with leading data analytics projects and providing technical assistance, data reports, insights, and expertise. You will participate in collaborative data efforts for current and future projects within the ODJFS and with partners outside the ODJFS (e.g., Workforce Pell and the Workforce Inventory of Education and Training with the Ohio Department of Higher Education, the Workforce Data Quality Initiative with the Ohio Department of Education and Workforce, In Demand Jobs with the Governor’s Office of Workforce Transformation, the Ohio Longitudinal Data Archive, ad hoc data projects, and data support for new workforce grants).

You will be a subject matter expert in the Office of Workforce Development on federal and state laws, regulations, policies, and directives related to data governance, performance, and reporting systems. You will provide internal stakeholders and leadership with programmatic data reports, analyses, and executive summaries as well as workforce performance and reporting-related program knowledge to provide policy and operational recommendations to support leadership decisions.

Example Tasks Include:

Complete federal reports for multiple grants, including managing and cleaning very large data files with millions of participant records from various data sources

Provide leadership, training, and mentorship to research and analytics colleagues and program staff

Work with program leads, case management system vendor, state monitoring teams, and the InnovateOhio Platform to validate and improve data quality and successful programmatic outcomes and assist in the design of state data collection instruments

Assist in developing predictive and evaluative models to predict project, grant, and program outcomes and equitably measure performance of workforce programs

Recommended Skills:

Advanced knowledge of data analytics, statistical methods, data science, data visualization principles, tools, and best practices

Integrating and analyzing data from multiple systems and platforms

Applying advanced statistical and analytical techniques (e.g., regression; correlation; cluster analysis; data quality; classification; data mining; machine learning; data visualization) to discover trends, validate findings, and support decision-making

Conducting data quality reviews to assess accuracy, completeness, and reliability

Knowledgement of government systems and associated processes

Communicating complex information clearly to audiences of subject matter experts and non-subject matter experts alike

Problem solving, decision making, and process improvement

Schedule\: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7\:00 a.m. and 6\:00 p.m.

Travel:

In-state trainings and all-staff meetings occur approximately three to four times a year.

Completion of graduate core program in data analytics, applied mathematics, statistics, industrial/systems engineering or related field

AND

24 mos. exp. in data analytics, statistical analysis or research methods including 12 mos. work experience in data analytics specified by the agency in the position description & job posting

Option 5:

12 mos. exp. as a Data Analytics Specialist, 66931 including 12 mos. work experience in data analytics specified by the agency in the position description & job posting

Option 6:

Equivalent of minimum class qualifications for employment noted above

Pay Information

This position is in the State of Ohio’s Pay Range 34. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $38.01 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
