The Department of Children and Youth (DCY) is looking for a highly organized and team-oriented professional to join its Bureau of Professional Development, specifically within the Children Services Training and Development Team. This position is instrumental in designing, developing, and delivering training materials to a wide range of stakeholders. Success in this role requires a comprehensive understanding of or ability to research children services practices, along with strong expertise in training and professional development strategies and adult learning. The position requires the following job duties\:

Participates in all phases of technology-based training\: research, development, planning and instructional design, programming, implementation & user tests; Independently analyzes training and non-training performance needs and makes recommendations for performance improvements and assesses effectiveness of training; Designs and implements overall architecture, navigability, usability, and functionality for online courses or web pages that deliver training; Creates and integrates graphics, text, and interactive multi-media in learning materials to support adult learning; Recommends strategies for learning interventions utilizing a variety of training methods

Implements instructional interventions (e.g., computer-based training, web-based training, on-line testing & assessment, electronic discussion groups, podcasts, etc.); Coordinates & maintains technology-based training (e.g., uses electronic software & hardware; diagnoses & helps resolve problems learners have with technology-based training; coordinates with technical and training staff); Maintains a schedule of annual updates for technology-based online training courses, tests, troubleshoots, and maintains online technology-based training courses; Edits content as needed to ensure alignment with changes in applicable laws, rules, and policies; Creates, edits, & assists with graphics design to create end products (e.g., illustrations, avatars, manuals, user guides, teaching aids, etc.)

Manages learning environment for learner success; Uses training equipment & media to implement instruction; Gives & receives feedback from learners & prepares instructional sites; Designs, develops, tests, implements & maintains electronic performance support systems using advanced software tools &/or application systems (e.g., Articulate); Selects appropriate measurements for performance & training effectiveness assessments, uses statistics to design measurements & analyze results, designs surveys, analyzes & summarizes results, and makes recommendations to improve performance; Evaluates & measures courses to validate instructional design & methods & to determine success, utilizes participant feedback & revises instructional materials as necessary, and creates on-line & other learner assessments; assists with the statewide learning management system(LMS) functions; Assists with Virtual Reality Headsets

Plans, schedules, and supports the Department of Children & Youth training events using various platforms for managing registration, developing presentations, scheduling communications regarding professional development activities, preparing materials, and facilitating training; Provides an additional platform for training and communication by developing content and facilitating webinars for internal and external audiences that include a variety of content experts; Provides ongoing training and technical assistance to staff that use communication and training tools; Attends professional conferences and workshops; Reviews training, curriculum and guidance created by vendors and other DCY program areas to assure content is aligned to DCY policies

Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

Completion of undergraduate core program in education to include student teaching or 2 yrs. trg. or 2 yrs. exp. in assessing, researching, designing, developing, evaluating & delivering instruction & associated materials for adult learners; 2 yrs. trg. or 2 yrs. exp. in use of software &/or application systems to create & deliver technology-based training (e.g., Authorware; Articulate; Captivate; CourseMill; Dreamweaver; Lectora; MOODLE); 18 mos. trg. or 18 mos. exp. using Microsoft Word or Wordperfect; 1 yr. trg. or 1 yr. exp. creating web pages using programming languages (e.g., html; dhtml; xml; Javascript; CSS); 6 mos. trg. or 6 mos. exp. in web art manipulation programs (e.g., Fireworks; Shockwave; Flash; Photoshop).

Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.

Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license.

Location Requirements

DCY’s core hours of operation are Mon-Fri from 8\:00am to 5\:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7\:00am & as late as 9\:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space.
