We are seeking a Senior Capture Manager to lead strategic business development and capture activities across the Intelligence Community (IC). This is a high-impact role responsible for identifying, qualifying, and winning competitive contract opportunities spanning full and open competition, sole-source, and recompete actions in direct support of IC mission customers.

The ideal candidate is a proven capture professional who brings deep IC customer relationships, a disciplined capture methodology, and the ability to independently drive pursuit strategy from early opportunity shaping through proposal submission and award.

This role works in close coordination with the corporate team consisting of the Chief Growth Officer, Chief Strategy Officer, Chief Technology Officer, Proposal Management, Solution Architecture, Pricing, Contracts, and executive leadership.

KEY RESPONSIBILITIES Capture Strategy & ExecutionLead end-to-end capture activities for competitive IC opportunities across the full pursuit lifecycle, from early shaping and opportunity qualification through award and debriefDevelop and execute comprehensive capture plans including win strategies, win themes, discriminators, competitive assessments, teaming strategies, and solution positioningServe as the single point of accountability for assigned pursuits, ensuring disciplined adherence to company gate review processes and milestone eventsConduct and document bid/no-bid analyses and present recommendations to senior leadership at key decision gatesManage a pipeline of multiple simultaneous pursuit efforts, prioritizing resources and actions to maximize probability of win Customer Engagement & IntelligenceDevelop and maintain relationships with IC customers, program offices, contracting officers, and key stakeholders to understand mission requirements, acquisition strategies, and technical prioritiesLead customer call plans and shape activities designed to influence acquisition strategy, requirements, and evaluation criteria prior to RFP releaseGather and analyze competitive intelligence on incumbents, likely competitors, pricing approaches, and teaming landscape; translate insights into actionable capture decisions Teaming & PartnershipsIdentify capability and past performance gaps; evaluate, negotiate, and structure teaming arrangements with partners, subcontractors, and consultantsLead teaming discussions and execute Teaming Agreements (TAs) and Non-Disclosure Agreements (NDAs) in coordination with Contracts Proposal & Solution DevelopmentProvide all capture artifacts, including capture plans, win themes, competitive assessments, and solution frameworks, to the Proposal Manager at RFP release; the Capture Manager will retain ownership of these artifacts and collaborate closely with the Proposal Manager throughout the proposal development process through final deliveryRemain actively engaged during the proposal phase as the strategic lead; review and validate that win themes and differentiators are reflected throughout all volumesCollaborate with Solution Architects and technical leads to develop innovative, mission-aligned technical approachesSupport pricing strategy development, including should-cost models, competitive price-to-win analysis, and level-of-effort validation Process & Pipeline ManagementMaintain accurate opportunity tracking and pipeline data in the company CRM/opportunity management systemContribute to the continuous improvement of the company's capture management process, templates, and toolsProvide mentorship and guidance to others supporting BD and capture activities REQUIRED QUALIFICATIONS Active TS/SCI clearance Bachelor's degree in Business, Management, Political Science, a technical discipline, or a related field8–12 years of progressive experience in business development, capture management, or proposal management within the U.S.

Intelligence Community contractor ecosystemDemonstrated record of capturing and winning competitive IC contracts, including full and open competition opportunities of $25M or greaterProven experience developing and executing capture strategies using a structured methodology (e.g., Shipley, APMP framework)Strong understanding of IC acquisition processes, FAR/DFARS regulations, contract vehicles (IDIQs, GWACs, task orders), and procurement regulationsDeep IC customer relationships at the program office, acquisitions, and/or requirements levelExceptional written and oral communication skills, including executive-level briefing experience PREFERRED QUALIFICATIONS TS/SCI clearance with Polygraph (Full Scope or CI); eligibility for polygraph upgrade if CI Poly heldAPMP Capture Practitioner Certification (CPC) or Shipley Associates certificationExperience with CIA, NSA, NRO, NGA, DIA, or related IC mission areasExperience managing capture efforts on IDIQ/GWAC vehicles (e.g., OASIS, STARS III, CIO-SP4, IC BPA vehicles)Familiarity with IC-specific contract vehicles and acquisition channelsMaster's degree in Business Administration, National Security, or a related fieldProficiency in CRM/pipeline management tools (e.g., Salesforce, GovWin IQ, Deltek)Familiarity with AI-assisted tools (e.g., large language models, competitive intelligence platforms) to accelerate opportunity research, competitive analysis, and capture artifact development CORE COMPETENCIES Strategic thinking and ability to translate customer intelligence into winning pursuit strategyExecutive presence and credibility with both IC customers and senior company leadershipDisciplined pipeline and capture process management under competing deadlinesCollaborative cross-functional team leadershipStrong business acumen and understanding of pricing/cost structures in IC contractingDemonstrate exceptional attention to detail in the development of capture plans, competitive assessments, and win strategies, ensuring accuracy and consistency of all pursuit data, customer intelligence, and pipeline reporting.
