The Forensics and Discovery Branch (FDB) also supports the Office of Chief Counsel (OCC) and the USCIS Freedom of Information Act (FOIA) Office with eDiscovery, FOIA and Litigation data extraction and collection. FDB provides the benefit of a standardized process, access controls, data integrity, and provides a set of SMEs directly involved with this information, creating, and implementing standardized process for pulling data. This allows for process review to ensure all records are being pulled according to request data and reviewed for accuracy within the tools we use (Microsoft O365 eDiscovery, eVault Discovery Accelerator and Archive 360). This would ensure data collected is handled with the same consistency as investigations and Litigation Holds. The FDB requires 3 full time contractors between the core hours of (7:00AM and 7:00PM EST) The contractor shall have skills and knowledge to actively participate in FOIA and eDiscovery support. The contractor shall apply the proper techniques and procedures to the identification, collection, examination, and analysis of data while preserving the integrity of the information and maintaining a strict chain of custody for the data.
The contractor shall:
• Follow process and procedures in retrieving, recovering, and preserving electronic evidence
• Manages the intake/tracking system
• Executes all FOIA and eDiscovery requests and tasks requested from the USCIS FOIA Office, Forensics and
Discovery Branch Chief and Office of Chief Counsel
• Creates and maintains standard operating procedures and required forms supporting FOIA and eDiscovery
• Assist the initiation and development of an eDiscovery program
• Research, test, install, and maintain new eDiscovery and forensics tools
• Document FOIA and eDiscovery processes and case analysis in accordance with USCIS and DHS Policy
• Assist in data gathering for all eDiscovery, FOIA and/or Request for Service requests
• Have skills and abilities in managing multiple concurrent activities of varying complexity, including changing
priorities and short turn-around times
• Possess strong multi-tasking skills with the ability to work effectively and efficiently in a fast-paced, highvolume work environment
• Work with other analysts in technical examinations, analyzing, and reporting on computer-based evidence
• Follow strict data and evidence handling procedures
• Prepare and maintain case files and write reports with attention to detail and completeness
• Produce high quality written work product, presenting complex technical matters clearly and concisely
• Have excellent written and oral communication skills
• Possess excellent problem solving and organizational skills
• Must be able to work independently and with a group
Data Gathering Support Analyst- Computer Forensics and Intrusion Analyst I (FFP Transition Period T&M Base and Optional Periods)
The contractor shall be staffed with one Data Gathering Support Analysts staffed in Camp Springs, MD or meets the requirements for Telework with the following qualifications:
• At least two years of experience with EnCase, FTK, AXIOM or other forensic tools
• At least three years of experience with FireEye, Microsoft ATA, Splunk, Exabeam, Stealthwatch, and
Wireshark.
• Debugging and debugger experience using tools such as: ollydbg, windbg, and immunitydg;
Disassembling/disassemblers experience using IDA Pro
• Hands-on experience in reverse engineering, understanding of programming languages, different
operating systems and their concepts.
• Must have basic familiarity with the Linux/UNIX command-line, TCP/IP, and networking concepts and
terminology
• Shall have two of the following Digital forensics/incident response training and certifications: SANS GIAC
(GCIA, GCFA, GCFE, GNFA, GCCC, and/or GREM), IACIS (CFCE or CIFR), Guidance Software (EnCE) or other
comparable certification or experience which must be approved in advance by the Security Operations
Branch PM on a case-by-case basis
• Shall be able to attain up to a Final TOP SECRET SCI Clearance
