About the Role
We are seeking a detail-oriented Health Information Specialist to join the Health Information Management (HIM) team at Cornell Scott–Hill Health Center. Reporting to the HIM Manager, this role supports the organization’s privacy and compliance initiatives through oversight of HIPAA-related processes, privacy investigations, and release of information activities. The Health Information Specialist will collaborate closely with the Office of Privacy and Corporate Compliance to support departmental objectives, assist with revisions to the organization’s privacy program, and provide education and guidance related to privacy practices and identified risk areas. This position also plays a key role in maintaining accurate records of information disclosures, supporting departmental operations, and training and orienting HIM staff on release of information procedures and the ROI module within EPIC.
Key Responsibilities
Explain confidentiality and release of information procedures to patients and other requestors of information either in person, by telephone or in writing
Reviews written requests for information and authorizations for release for completeness and compliance with applicable policies, law and regulation
Selects information from the patient/client record to fulfill requests, applying the “minimum necessary information” standard
Replies to requestors whose request or authorization is incomplete or invalid, providing directions on the means by which to make the necessary correction
Documents all releases made or denied in the EHR
Scans release information into the patient’s record
Reviews the work performed by others to assure the quality and consistency of the release of information function
Calculate fees and prepare invoices for information released, as applicable
Responds to subpoenas for and assure delivery to the Court on the specified appearance date
Coordinates and responds to record “audits” initiated by insurance carriers, governmental agencies or internal requestors
Utilizes CS-HHC’s software in performance of duties including, but not limited to SRS, Centricity and EPIC
Assists in the planning and implementation of Privacy Security education and training programs for all personnel
Assists with investigations related to privacy concerns and institutes appropriate follow-up actions
Ability to maintain patient and employee confidentiality
Special Projects as needed
All other functions as may be required
Required Qualifications
High School Diploma/GED required. Associate or bachelor’s Degree preferred. Education in the vocational skills being taught.
Candidate must have a good working knowledge of Housatonic Valley/Rt. 8 corridor community and employment/vocational resources.
Experience in community networking is required.
Experience working with clients in Recovery is strongly preferred.
Ability to work well with multi-disciplinary service providers.
Excellent organizational skills are necessary.
Must demonstrate age specific/population specific competency in areas of practice.
Proven ability to integrate recovery skills into vocational skills training.
