Under the general direction of the Senior Process Safety Engineer (Supervisor) (SPSE), the Associate Process Safety Engineer (APSE) performs process safety, mechanical, petroleum, and facility engineering work to ensure the safe operation of state lease oil and gas facilities including offshore platforms. These audits include engineering evaluations and inspection work of offshore and onshore petroleum production, drilling, processing, and shipping facilities. This position is required to have a valid CA driver's license and to operate a vehicle on official State business.

Note: Posted salaries do not reflect the 2 - 4.62% pay reduction in exchange for 3.5 - 8 hours per month of leave arising from the Personal Leave Program 2025. Information related to salary reductions is available in Section 2113 of the CalHR Human Resources Manual.

New to state candidates will be hired into the minimum salary of the classification or minimum of the alternate salary range when applicable. Placement into an alternate range may be based on education or experience identified in your state application.

Working Conditions

Work outside in varying temperatures and geographical areas; work in multistory onshore and offshore petroleum production facilities with posted risks for cancer causing chemicals.

Operate a State or approved vehicle for on-road and off-road travel; must have a valid California driver's license. Must be able to travel by boat or helicopter.

Must be able to pass Swing Rope test and be Swing Rope certified.

Must be able to pass H2S training and be able to wear self-contained breathing apparatus (SCBA).

Field activities are conducted 24 hours a day; must be available to work after hours if necessary.

Work in sample laboratory and areas with risk of toxic gas release.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the State Lands Commission policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Possess engineering degree or additional training in petroleum, chemical, mechanical, civil, or ocean engineering.

Possess both onshore and offshore experience in oil and gas operations.

Possess certificate in facility engineering, controls and instrumentation, or other petroleum industry related area.

Possess ability to provide excellent customer service to internal and external departmental customers.

Possess a positive, flexible, self-motivated, and conscientious attitude.

Reliable attendance and dependability.

Advanced competency with computers and software such as MS Word and Excel.

Knowledge of State regulations relating to oil and gas production operations. General Qualifications: Ability to adhere to the general qualifications outlined in California Code of Regulations 2 CCR 172 .
