Position Overview:

We are seeking an experienced Payroll Manager to oversee and manage all aspects of payroll operations across a multi-entity organization. This role requires a highly detail-oriented professional with strong knowledge of payroll regulations, multi-state compliance, and union payroll administration. The ideal candidate will ensure accurate, timely payroll processing while maintaining compliance with collective bargaining agreements and applicable laws, including prevailing wage requirements.

Key Responsibilities:

Manage end-to-end payroll processing for hourly and salaried employees across multiple locations

Administer union payroll, ensuring compliance with collective bargaining agreements, including wages, dues, fringe benefits, and reporting requirements

Interpret and apply union contracts related to pay rates, overtime rules, and benefit contributions

Ensure compliance with prevailing wage laws, including proper wage classifications, fringe allocations, and certified payroll reporting

Prepare, review, and submit certified payroll reports in accordance with federal and state regulations (e.g., Davis-Bacon and state prevailing wage laws)

Ensure compliance with federal, state, and local payroll laws and regulations

Oversee payroll tax filings, reporting, and reconciliations

Collaborate with HR and Finance teams on employee data, compensation changes, and benefits administration

Manage and audit timekeeping systems to ensure accuracy of hours worked and proper coding

Handle payroll-related inquiries and resolve discrepancies in a timely manner

Lead payroll audits and maintain accurate records for internal and external compliance

Qualifications:

5+ years of payroll experience, with direct union payroll experience required

Strong knowledge of payroll systems, timekeeping platforms, and reporting tools

Deep understanding of collective bargaining agreements and union reporting requirements

Experience with multi-state payroll processing and compliance

High level of accuracy, attention to detail, and confidentiality

Strong analytical, organizational, and problem-solving skills

Bachelor’s degree in Accounting, Finance, Human Resources, or related field preferred

Preferred Qualifications:

Prevailing wage experience highly preferred, including familiarity with Davis-Bacon and state-specific requirements

Certified Payroll Professional (CPP) designation

Experience in property management, construction, or related industries

Strong experience preparing and auditing certified payroll reports
