Person County Department of Social Services is seeking a dedicated and detail-oriented Continuous Quality Improvement Specialist (CQI Specialist) to join our Adult Services team. This professional position plays a vital role in strengthening service delivery, enhancing program outcomes, and ensuring compliance with Federal and State regulations that support vulnerable individuals and families throughout the community.

The CQI Specialist is responsible for evaluating service quality and identifying opportunities for continuous improvement through data analysis, case reviews, quality assurance activities, staff support, and training initiatives. This position works collaboratively with leadership and program staff to assess operational effectiveness, promote best practices, and ensure adherence to applicable laws, policies, and procedures within Adult Services programs.

This position operates with a high degree of independence under limited supervision and reports directly to the Assistant Human Services Director. The work schedule is Monday through Friday from 8:30 a.m. to 5:00 p.m., with a one-hour lunch break. Occasional evening, early morning, or after-hours work may be required to support trainings, audits, meetings, or other departmental needs.

The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.

Must possess a valid driver's license and have an acceptable driving record per County policy.

This is a non-exempt position working 37.5 hours weekly/1950 hours annually.

Essential Functions

The essential functions listed below represent the majority of time spent working in this position. Management may assign additional functions related to the type of work in this class as deemed necessary.

Increase capacity for self-evaluation and information sharing; promotes systematic tracking of program and service delivery/outcomes within Person County DSS through direct activity and the provision of technical assistance; provide data to direct the publication of high-quality departmental reports for dissemination to management

Measures and improves outcomes on an ongoing basis in the following program areas: Adult Protective Services, Guardianship, Special Assistance In-Home Program, Adult Home Specialist, and Payee services.

Evaluates quality of work performed using current state review tools to assure policy is followed and that sound judgment is used in making case decisions.

Schedules field visits with social work staff as needed to assess staff development, interactions with adults and families, and critical thinking skills. Attends case staffing as deemed necessary to ensure quality of social work provided and to evaluate case decision making skills.

Assists management in reaching decisions on future activities for specific service program areas, which may include providing input on training needs for social work staff.

Independently conducts evaluations, gathers data, interprets data and tracks outcomes to determine program effectiveness. Reports results to the Assistant Human Services Director. Based on results, develops possible courses of action with justification. Explains factual basis for alternative recommendations to target audiences; makes logical projections about the consequences of adopting alternative recommendations.

Develop and maintain basic management and program statistics regarding DSS clients and services

Extract and report customer data from various sources to assess quality of service delivery, trends regarding services, and identification of areas needing improvement.

Research and collect data across programs within the agency to determine the impact that specific programs have on outcomes in other program areas.

Communicate (orally or in writing) to the Assistant Human Services Director the findings and recommendations from planning and evaluation efforts

Develop and produce reports upon request and provide data for annual reports.

Attend all necessary Adult Services trainings to effectively evaluate Adult programs according to state policy - this includes Tier 1 and Tier 2 trainings in LMS Absorb on Foundations of Aging and Adult Services, Adult Protective Services, Guardianship, and SA In-Home.

Serve as a liaison with external agencies in sharing information related to Adult Services Programs. Minimum Education and Experience Requirements

Bachelor's degree in psychology, sociology, or social work, preferably with coursework in human services program evaluation;

or graduation from a two-year college or university and two years of program evaluation or experience in human service programs;

or an equivalent combination of education and experience. Special Certifications and Licenses
