Data Administration Manager 2

The Data Administration Manager 2 leads a team of data professionals responsible for the design, governance, and operational management of statewide education data systems, with a central focus on producing Ohio's Local Report Card for schools and districts. This position oversees the full data lifecycle to ensure accountability data is accurate, timely, and aligned with state and federal requirements. The Data Administration Manager 2 directs the team's work in developing data standards, maintaining metadata and the data dictionary, and implementing policies for data systems. The role collaborates with program office leaders, IT staff, and database administrators to translate legislation into data requirements, design data models and structures, and support long-term system integration. The data manager provides guidance, training, and project oversight to staff, ensuring high-quality analytic work and reliable public reporting that reflects the department's strategic vision.

Duties include leading a team of information technology professionals to develop, publish, and enforce policies regarding data collection, reporting, and analytics for data systems; monitoring long-term system integration; working in conjunction with program areas to develop standards for new and existing data definitions; reviewing new school laws and translating them to changes in data collection and reporting; determining appropriate software selection to maintain data administration standards; designing and developing data warehouses and databases; determining how data is accumulated and maintained; acting as lead worker over lower-level data administration managers and other information technology personnel; assisting upper management in developing corporate information strategies; ensuring strategies from leadership are implemented; designing, developing, and overseeing the data dictionary; managing data system reporting, collection, and validation of school districts accountability and assigned program office data; ensuring data is used and maintained in line with the department's vision; working with staff in standards areas to ensure naming standards are consistent; working with database administrators in turning logical data models into physical data models; providing technical support to ongoing data development efforts; collaborating with database administrators in developing new data elements and definitions to ensure database administration standards for database models and metadata are followed; researching and assisting department sections/offices with resolution of complex data issues; attending trainings in database design, data administration, and data analytics; researching and referring to programming standards manuals or technical documentation to assist in program development or problem-solving; operating a computer to access, enter, retrieve, and test data; and performing other related duties as assigned.

The work location of this position is 25 South Front Street, Columbus, Ohio 43215. You will be required to report to this work location full-time, if selected. If this position is filled with an internal employee who has an approved telework agreement, the employee may be required to report in-person during the initial training period.

Completion of an undergraduate core program in business or public administration or data processing/computer science/information systems technology; 3 years of experience or 3 years of training in developing and maintaining data administration policies and procedures for automated systems which included responsibility for developing standards for new and existing data definition, product evaluation, recommending software selection, design and development of data bases to include security measures/controls and how data is to be accumulated maintained, archived, and removed from system. Or 12 months of experience as Data Administration Manager 1, 67171. Or equivalent of minimum class qualifications for employment noted above.
