Sub-Regional Manager

The Sub-Regional Manager (SRM) – Western Caribbean is responsible for the oversight, administration, and supervision of all training, emergency response, and technical assistance programs implemented within the Caribbean sub-region under the Amentum Regional Disaster Assistance Program (RDAP) contract, funded by the U.S. Department of State.

The SRM provides leadership across multiple countries, ensuring effective program delivery, strategic alignment, and efficient use of resources. The SRM reports directly to the Chief of Party (COP) based in San José, Costa Rica, and supervises Country Representatives – known as Disaster Risk Management Specialists (DRMS) – and other field-based personnel within the sub-region.

The portfolio includes Belize, Haiti, Jamaica, The Bahamas, Saint Kitts & Nevis, Antigua & Barbuda and Dominica.

Statement of Work

The SRM must demonstrate experience and leadership in program oversight, personnel management, and financial stewardship to support Amentum and RDAP objectives, including but not limited to:

Program Management & Oversight

Provide overall leadership and management of all RDAP activities within the Caribbean sub-region.

Oversee the development, implementation, monitoring, and evaluation of sub-regional and country-level work plans.

Ensure alignment of all activities with program objectives, contractual requirements, and donor priorities.

Monitor program performance and ensure timely, high-quality reporting and results-based implementation.

Identify program risks and opportunities and recommend strategic adjustments to the COP.

Personnel Supervision & Team Leadership

Provide direct supervision and performance management of DRMS and sub-regional support staff.

Lead recruitment, onboarding, mentoring, and professional development of team members.

Manage geographically dispersed teams across multiple Caribbean countries, ensuring clear communication, coordination, and accountability.

Conduct performance evaluations and provide regular feedback to strengthen staff performance.

Foster a collaborative and high-performing team environment across the sub-region.

Financial & Budget Oversight

Supervise budget planning, execution, and monitoring for all sub-regional activities.

Participate in the development of the annual work plan and provide recommendations on budget allocations.

Ensure efficient, compliant, and strategic use of financial resources in accordance with donor and organizational policies.

Track expenditures, monitor variances, and implement corrective actions as needed.

Support financial forecasting and contribute to overall program financial management.

Strategic Planning & Resource Allocation

Work closely with the COP, M&E Officer, and other RDAP team members to develop and refine annual work plans.

Prioritize activities and ensure appropriate allocation of technical, financial, and human resources across the Caribbean portfolio.

Provide strategic recommendations on program direction and sub-regional engagement.

Stakeholder Engagement & Representation

Develop and maintain relationships with regional and national disaster management agencies, humanitarian partners, and relevant stakeholders across the Caribbean.

Represent the program in coordination meetings, technical forums, and engagements with government and partner organizations.

Engage stakeholders to identify capacity gaps and opportunities for collaboration.

Technical Oversight & Program Quality

Ensure the technical quality and relevance of training and capacity strengthening activities.

Promote best practices in disaster risk management, preparedness, mitigation, and response.

Provide technical input and guidance to DRMS and field teams.

Emergency Response Support

Ensure readiness and effective utilization of surge capacity mechanisms across the sub-region.

Serve as backup leadership to DRMS during emergency responses, including the ability to assume coordination responsibilities if required, and provide direct support to DRMS-led response efforts.

Oversee and ensure country-level preparedness and readiness activities in advance of known hazard seasons (e.g., hurricane season), including coordination with DRMS to assess readiness, identify gaps, and implement pre-positioning or preparedness actions.

Qualifications and Experience

Professional Experience

Minimum 6–8 years (advanced degree) or 9–11 years (bachelor’s degree) of progressively responsible experience in international development or humanitarian assistance programs, preferably in the Caribbean and/or Latin America.

Demonstrated experience in program management and oversight, including strategic planning, implementation, monitoring, and reporting for multi-country or complex programs.

Minimum 4–5 years of management experience, including:

Direct supervision of professional staff, preferably across multiple locations or countries

Budget development, financial oversight, and resource allocation responsibilities

Monitoring and evaluation of program performance and results

Proven experience managing donor-funded programs, preferably with U.S. Government (USG) funding.

Regional & Country Experience

Demonstrated professional experience working in the Caribbean sub-region required.

Prior professional experience in at least one Caribbean country required (e.g., Belize, Haiti, Jamaica, The Bahamas, or similar contexts).

Strong understanding of Caribbean disaster management systems, regional coordination mechanisms, and key stakeholders.

Established regional networks or ability to rapidly build relationships strongly preferred.

Technical & Sector Experience

Experience in disaster risk management, including preparedness, mitigation, training, and response activities.

Previous experience supporting disaster relief operations strongly preferred.

Experience in one or more technical sectors (e.g., health, WASH, shelter, logistics, protection, or related fields) preferred.

Ability to work in challenging environments, including austere conditions

Supervisory Responsibility

The SRM directly supervises DRMS and other field-based staff within the assigned sub-region.
