What You'll Do\:
Under guidance of the supervisor or higher-level acquisition analysts\:
Reviews, analyzes, and recommends routine IT procurement requests from multiple state entities to address the requesting state entity’s business and/or technical needs for data processing and telecommunications solutions
Determines proper purchasing authority & ensures compliance with federal &/or state regulations & contracts regarding terms & conditions
May be required to, or assist higher-level acquisition analysts, determine most cost effective method for acquisition of data processing and telecommunication hardware, software and services involving multiple computing disciplines
Recommend most advantageous method for making procurement (e.g. ITB, ITB by Reverse Auction, RFP, STS, etc.)
Identify suppliers capable of meeting experience qualifications and specifications or solutions requirements
Perform needs assessment activities which may include determining solution feasibility (e.g., identifies and defines agency’s computing and telecommunication business needs, and functional & technical requirements through observation and key personnel interviews)
Determine size, scope & complexity of problem
Assess agency’s level of planning and readiness
Determine federal &/or state regulating authorities
Determine interfaces required with internal &/or external systems
Develop or assist with developing the solicitation and facilitating the procurement process
Perform contract management activities and reviews for newly installed systems to determine performance level of vendor, hardware, software, services & compliance with specifications of contract
Develops skills in researching, evaluating & recommending procurement, contract, business and technical information in both the data processing and telecommunication areas (e.g., hardware, software, infrastructure, networking, cloud computing, web technologies, mobile technologies, security, maintenance, training and consulting services) & providing advice & recommendations for both data processing and telecommunication areas to agencies
Attends seminars, lectures & vendor demonstrations to maintain awareness of new technical offerings in data processing and telecommunications industry for incorporation into acquisition considerations.
Develops skills to review contracts and agreements
Effectively use the procurement and contracting tools (e.g., Microsoft Project)
Review Information Technology Plans
Facilitate and lead the IT competitive procurement process
Effectively communicate procurement and/or contract issues, questions and concerns in both oral and written format
Develops technical writing skills and project life cycle knowledge.
May be required to solicit informal telephone bids or bid adjustments
Write routine technical correspondence
Maintain & update files & records on all actions

The Office of Procurement Services collaborates with state, county and local government entities to provide services and award commodities and service contracts. The Office of Procurement Services is comprised of the following units\: State Purchasing, Information Technology Procurement Services, Cooperative Purchasing, Office of Procurement from Community Rehabilitation Programs, and Asset Management Services.
State Purchasing assists state agencies with the procurement of supplies and services through competitive selection and negotiated contracts.
Information Technology Procurement Services assists state agencies with the procurement of IT-related supplies and services through competitive selection and negotiated contracts.
Cooperative Purchasing extends the benefit of state contract pricing to participating in political subdivisions, such as local governments, schools and universities.
Office of Procurement from Community Rehabilitation Programs helps state agencies purchase supplies and services from work centers that employ people with disabilities.
Asset Management Services assists agencies in maintaining, reporting and certifying accurate inventories of state-owned assets.
Minimum Qualifications\:
54 mos. exp. or trg. in various fields of data processing (e.g., application analysis & development, networking, system software).
-Or completion of associate core program in computer science/data processing; 36 mos. exp. or trg. in various fields of data processing (e.g., application analysis & development, networking, system software)
-Or equivalent of Minimum Class Qualifications For Employment noted above.
