Program Manager - Public Infrastructure Recovery & Resilience

Job Description

Plexos Group is seeking experienced professionals to join a multidisciplinary team supporting a long-term infrastructure recovery and resilience program across Puerto Rico. This initiative focuses on the restoration, modernization, and structural enhancement of public-use facilities that serve communities throughout the island.

We are seeking candidates with expertise in one or more of the following areas:

Planning and project delivery

Design management

Construction management

Project controls and financial oversight

Key Responsibilities:

Depending on your area of expertise, responsibilities may include:

Leading planning and delivery of infrastructure projects

Overseeing design development and ensuring regulatory compliance

Managing construction activities and coordinating field operations

Monitoring budgets, schedules, and performance metrics

Collaborating with internal teams, external partners, and stakeholders

Supporting documentation and reporting aligned with federal recovery programs

Qualifications:

Relevant experience in planning, design, construction, or project controls

Professional background in architecture, engineering, finance, or related disciplines

Experience with public infrastructure or community-serving facilities

Familiarity with FEMA Public Assistance programs preferred

Licensure or certification (e.g., Architect, Engineer, PMP) preferred depending on role

Strong communication, coordination, and problem-solving skills

Ability to work effectively in a fast-paced, collaborative environment

Location:

Puerto Rico (on-site roles preferred; some flexibility may be considered)
