Position Overview

The Technical Project Manager (Manager) leads the delivery of complex, data-driven and technology-enabled projects in support of ReefPoint Group’s federal clients. This role bridges business needs and technical execution by translating requirements into actionable workstreams for data engineers, analysts, and developers.

The Manager applies Agile and Scrumban methodologies to guide cross-functional teams, ensuring efficient delivery of scalable data products, pipelines, and analytic solutions. This role requires strong technical fluency, structured problem-solving, and the ability to align stakeholders across business and technical domains.

Core Responsibilities

Serve as the primary point of contact for clients and internal stakeholders across both functional and technical teams

Translate business needs and key analytic questions into clear technical requirements, user stories, and delivery plans

Partner with data engineers, data scientists, and developers to deliver scalable data solutions (e.g., pipelines, dashboards, analytic products)

Facilitate Agile/Scrumban ceremonies (sprint planning, backlog grooming, standups, retrospectives) and ensure continuous delivery

Manage product backlogs, prioritize features, and ensure alignment with program objectives and stakeholder needs

Identify risks, dependencies, and technical constraints; proactively drive mitigation strategies

Support development of data-driven solutions, including data pipelines, integrations, and reporting capabilities

Ensure proper documentation of requirements, workflows, and technical artifacts for transparency and reproducibility

Drive alignment between technical execution and mission outcomes through structured communication and reporting

Management Responsibilities

Lead and mentor cross-functional teams, including technical and non-technical staff

Oversee team workload, sprint velocity, and delivery outcomes

Provide coaching on Agile best practices and technical delivery processes

Support professional development of team members, particularly in technical fluency and delivery execution

Conduct performance management activities including goal setting, feedback, and evaluations

Project Management Responsibilities

Own end-to-end delivery of technical and data-focused projects

Develop and maintain Agile delivery plans, sprint schedules, and release roadmaps

Track progress using Agile metrics (velocity, burn-down, cycle time) and communicate status to leadership

Facilitate collaboration between technical teams and stakeholders to ensure clarity and alignment

Lead problem-solving sessions to resolve technical and delivery challenges

Business Development Responsibilities

Support proposal development with technical approach input and delivery strategy

Contribute to solution design, including Agile delivery models and technical architecture considerations

Identify opportunities to expand technical capabilities and offerings within existing and new clients Requirements:

Qualifications and Experience

Bachelor’s degree in Computer Science, Engineering, Information Systems, Data Science, or related technical field (Master’s preferred)

Minimum 5 years of experience in technical project management, data programs, or software delivery environments

Experience leading Agile or Scrumban teams in delivering technical/data solutions

Strong understanding of data engineering and analytics workflows (e.g., data pipelines, ETL/ELT, dashboards)

Experience working with modern data platforms (e.g., Palantir Foundry, Databricks, Snowflake, AWS/GCP)

Ability to translate between business requirements and technical implementation

Experience managing cross-functional teams including engineers, analysts, and stakeholders

Familiarity with tools such as Jira, Azure DevOps, or similar Agile project management platforms

Strong analytical, organizational, and problem-solving skills

Certifications (Preferred/Required)

Certified Scrum Master (CSM), PMI-ACP, or equivalent Agile certification preferred

PMP or ability to obtain within 6 months preferred

SAFe or other scaled Agile certifications a plus
