Job Summary
F3EA is seeking a Technical Writer (Engineering & Operations) to support Blue Water Instrumentation (BWI) efforts at the Point Mugu Sea Range.
This role is responsible for developing, organizing, and maintaining technical documentation, standard operating procedures (SOPs), and program artifacts that enable consistent execution of R&D, prototyping, and test operations.
The Technical Writer will work closely with engineers, technicians, logistics personnel, and program leadership to capture processes and translate complex technical activities into clear, usable, and repeatable documentation. This position requires an individual who can operate in a dynamic environment and bring structure, clarity, and discipline to evolving systems and workflows.
This position is designed to bring structure, clarity, and repeatability to a dynamic R&D and test environment. The Technical Writer ensures that processes are not lost, lessons are captured, and operations can scale through well-defined and accessible documentation.
Roles and Responsibilities
Develop, write, and maintain standard operating procedures (SOPs), work instructions, and technical documentation supporting BWI operations
Translate complex engineering, logistics, and operational processes into clear, concise, and actionable documentation
Support documentation of system configurations, integration procedures, and test methodologies
Collaborate with engineers and technicians to capture design intent, build processes, and integration steps
Develop and maintain test plans, test reports, and after-action documentation
Ensure documentation aligns with program requirements, compliance standards, and internal processes
Maintain version control and organization of technical documentation repositories
Assist in development of briefings, reports, and customer-facing deliverables
Standardize formatting and structure across documentation to ensure consistency and professionalism
Identify gaps in processes and documentation, and proactively develop solutions to improve clarity and execution
Support knowledge management efforts to ensure continuity and scalability of operations

Required Qualifications and Education
Bachelor's degree in Technical Writing, Communications, Engineering, or related field (or equivalent experience)
3-5 years of experience in technical writing or documentation development
Experience developing SOPs, technical manuals, or process documentation
Ability to understand and document technical systems and engineering processes
Strong writing, editing, and organizational skills
Experience working with Microsoft Office (Word, PowerPoint, Excel) and document management systems
Ability to work closely with technical teams and extract relevant information
Strong attention to detail and ability to manage multiple documentation efforts simultaneously
U.S. citizenship required
Ability to obtain and maintain a DoD security clearance (Secret or higher)
Preferred Qualifications and Education
Experience supporting DoD programs, RDT&E efforts, or test and evaluation (T&E) environments
Familiarity with engineering documentation, system integration processes, or logistics operations
Experience developing documentation in fast-paced, evolving environments
Knowledge of configuration management and document control practices
Experience with knowledge management systems (e.g., SharePoint or similar platforms)
Prior military or defense contractor experience
Work authorization/security clearance requirements
Ability to obtain and maintain a Department of Defense security clearance.
