Position Summary The Workforce Development Manager is responsible for leading and implementing workforce development initiatives that connect individuals to sustainable employment opportunities.
This role oversees employer engagement, financial capability programming, client job readiness, and program outcomes, while ensuring alignment with organizational goals and performance-based contracts.
The Manager builds strong partnerships with employers, unions, financial institutions, community organizations, and government entities to expand access to employment, training, and financial literacy resources for program participants.
Key Responsibilities Program Management & Service Delivery * Oversee workforce development services, including job readiness, resume preparation, interview coaching, and job placement support.
* Conduct orientations, workforce workshops, and financial literacy workshops covering budgeting, credit building, banking access, and long-term financial stability.
* Administer pre-employment assessments and ensure timely processing of participant documentation.
* Maintain accurate program records, including case notes, progress reports, and outcome tracking.
* Address barriers to employment and financial stability, supporting participants in transitioning into jobs or training programs.
Employer & Financial Partnerships * Cultivate, manage, and expand partnerships with employers, unions, educational institutions, banks, and financial institutions.
* Collaborate with banking partners to provide participants with access to financial education, safe banking products, and asset-building opportunities.
* Develop and maintain a comprehensive employer and partner database to support job placement and financial empowerment efforts.
* Create opportunities for employer and financial partner engagement, including job fairs, hiring events, and financial education sessions.
* Establish ongoing collaborations with industry partners, including unions, to create pipelines to employment.
* Promote employer and partner recognition and strengthen long-term relationships.
Outreach & Community Engagement * Represent the organization at community events, job fairs, financial literacy events, and workforce-related meetings.
* Expand program visibility through outreach, presentations, and stakeholder engagement.
* Support cross-program outreach efforts and assist with recruitment of participants.
Performance Management & Reporting * Track and manage program outcomes, including job placements (target: 100 annually) and retention benchmarks (30, 90, 180, 270, and 365 days). * Monitor progress toward pay-for-performance contract goals, including both employment and financial capability outcomes.
* Prepare and submit monthly reports on benchmarks, outputs, and outcomes.
* Collaborate with leadership to develop goals, strategies, and continuous improvement efforts.
Team Collaboration & Leadership * Provide guidance and support to staff delivering workforce and financial literacy services.
* Collaborate across departments to align workforce development and financial empowerment activities.
* Participate in team meetings and contribute to program planning and strategy.
Qualifications * Bachelors degree in social services, workforce development, or a related field.
* Minimum of two (2) years of experience in workforce development, community engagement, partnership development, or financial capability programming.
* Experience working with diverse populations, including returning citizens preferred.
Skills & Competencies * Strong knowledge of workforce development practices, job readiness training, and employment placement strategies.
* Knowledge of financial literacy education, including budgeting, credit, and banking systems.
* Ability to build and maintain relationships with employers, banks, and community partners.
* Proficiency in resume development, employment assessments, and job search tools.
* Experience using databases, workforce platforms, and Microsoft Office (PC/Windows environment). * Excellent communication, facilitation, and organizational skills.
* Ability to analyze data and track performance outcomes.
* Valid drivers license and ability to travel locally as required.
