Position Summary
The Chief Operations Manager / Program Manager provides executive-level oversight of all operational, financial, and administrative functions supporting State of Maryland contracts. This role is responsible for ensuring full compliance with contractual, regulatory, and audit requirements while driving program performance, workforce scalability, and financial accountability.
The position oversees cross-functional teams including Contract Administration, Human Resources, Payroll & Benefits, Tax Compliance, and Financial Reporting, supporting a workforce model. This role serves as the primary liaison between internal leadership and State stakeholders, ensuring seamless contract execution and high-performance service delivery.
Key Responsibilities
1. Program & Operations Management
Lead end-to-end program execution across all functional areas, ensuring alignment with contract requirements, timelines, and performance metrics
Establish and monitor KPIs related to staffing, compliance, financial performance, and service delivery
Implement program management best practices to ensure cost, schedule, and quality objectives are met
Serve as primary escalation point for operational issues and risk mitigation
2. Contract Administration Oversight
Oversee full lifecycle contract management (execution, amendments, renewals, and closeout)
Ensure compliance with State of Maryland contractual terms, reporting requirements, and audit standards
Monitor deliverables, milestones, and service-level agreements
Ensure proper documentation and maintenance of audit-ready contract files
Oversee subcontractor compliance, including MBE participation tracking and reporting
3. Human Resources & Workforce Compliance
Provide leadership oversight of HR Compliance Specialists and Onboarding Coordinators
Ensure all personnel meet licensing, certification, and clearance requirements (e.g., security licensing, CPR, First Aid)
Oversee onboarding operations including screening, training coordination, credentialing, and deployment readiness
Ensure compliance with labor laws, background checks, and contract-specific workforce requirements
Monitor training compliance, recertification schedules, and audit readiness
4. Payroll, Benefits & Tax Compliance Oversight
Oversee payroll operations ensuring accuracy, timeliness, and compliance with wage laws and contract requirements
Ensure proper administration of employee benefits, PTO, and leave tracking
Provide oversight of payroll tax filings, W-2 preparation, and tax remittances
Ensure compliance with federal, state, and local tax regulations
Support audit responses and regulatory inquiries
5. Financial Management & Reporting
Provide CFO-level oversight of contract financial performance, including labor, overhead, and indirect costs
Review and approve monthly financial reports, variance analyses, and forecasts
Monitor budget vs. actual performance and implement cost control strategies
Oversee cash flow management, revenue recognition, and invoice validation
Ensure accurate and timely financial reporting to leadership and State stakeholders
Track and report MBE participation spend in alignment with contract goals
6. Leadership & Stakeholder Engagement
Lead and coordinate cross-functional teams totaling approximately 14 FTEs
Serve as the primary point of contact for client leadership and State representatives
Provide strategic guidance to improve operational efficiency and compliance outcomes
Ensure clear communication, reporting transparency, and accountability across all functions
Qualifications
Required
Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, or related field
7+ years of experience in operations management, program management, or government contracting
Strong knowledge of State or Federal contract compliance, labor laws, and audit requirements
Experience managing cross-functional teams (HR, payroll, finance, compliance)
Demonstrated experience with financial reporting, budgeting, and forecasting
Strong organizational, leadership, and problem-solving skills
Preferred
Experience with State of Maryland contracts or similar public-sector environments
CPA, MBA, PMP or equivalent advanced certification
Experience supporting MBE (Minority Business Enterprise) compliance and reporting
Familiarity with security services or regulated workforce environments
