We are seeking a highly experienced Senior Workday Program Manager to help a large metropolitan city full scope Workday implementation.

This role requires a proven leader, someone who has successfully led a complex Workday implementation and driven the program to a successful go live.

The implementation spans all city departments, highly unionized agencies, and involves complex HR, labor, and regulatory requirements.

Key ResponsibilitiesLead a large-scale Workday implementation program to go liveConduct rapid project health assessment and define a clear go live roadmapEstablish governance, structure, and accountability across stakeholders and vendorsDrive execution across HCM, Payroll, Benefits, Time Tracking, and FinancialsManage cross-functional teams spanning multiple city departments and agenciesCoordinate with union representatives and HR leadership to address complex workforce requirementsOversee system integrator(s), vendors, and internal teams, ensuring alignment and performanceDevelop and manage integrated project plans, risks, issues, and dependenciesLead executive-level reporting, steering committees, and decision-making forumsEnsure compliance with public sector policies, labor agreements, and regulatory requirementsDrive data migration, testing (SIT/UAT), and go-live readiness activitiesImplement strong change management and communication strategies across stakeholdersEnsure delivery milestones are met and project is brought back on schedule and within scope Required Qualifications15+ years of large scale ERP or Workday program management experience10+ years of direct Workday implementation leadership, preferably full suite( HCM, Supply Chain & Finance) programsDemonstrated experience turnkey and turnaround implementationsStrong public sector experience (city, county, state, or large government entities)Hands on experience working with, Unionized workforces, Labor contracts and collective bargaining requirementsExperience managing multi department, multi agency implementations with hundreds or thousands of usersExceptional executive communication skills, able to engage city executives, elected officials, department heads, and union stakeholdersComfort operating in high pressure, politically visible environmentsProven ability to challenge system integrators and hold vendors accountablePMP, or equivalent certification strongly preferredBachelor’s degree required; MBA a plusWorkday certification or prior Workday SI leadership experience
