JOB SUMMARY:
The position is a project management role within Haseko Construction Management Group, Inc.(“HCMG”) vertical construction department reporting directly to the Vice President Site Development (“VP-SiteDev”) and works closely with Haseko Hawaii, Inc. (“HHI”) executives and other department managers, the project management team, design professionals, and other clients to achieve successful project completion in compliance with the contract documents. The PM works closely with general contractor’s (“GC’s”) and sub-contractor’s (“Sub”) executives, project managers, superintendents, estimators, forepersons, purchasers, design professionals, homeowner associations (“HOA’s”), and with government and utility agency representatives. This position is key to managing Quality Control (“QC”) on HCMG’s self-performed construction projects and Quality Assurance (“QA”) for others to ensure timely and successful completion of all construction projects.
General Responsibilities:
· Project management, project engineering, and QC/QA.
· Management and coordination of field staff, GC’s, Subs, and vendors.
· Supervising subordinate field and administrative staff and coordinating construction activities.
· Attend in-person and online meetings (Teams and Zoom) and contribute to discussions with planners, engineers, designers, and contractors for all projects.
· Provide guidance and assistance to architects, engineers, and consultants for plan and specification development and review.
· Manage small and large scale project budgets inclusive of periodic updates and revisions. Prepare and conduct communications and sharing of budget information with other departments as requested by HHI management and department heads.
· Perform detailed quantity takeoffs and apply related cost estimating.
· Scheduling of project including Critical Path Method (“CPM”) scheduling plus periodic updates in MS Project, 4 week construction schedules, and purchasing and expediting of permanent materials and equipment.
· Review and approve materials, equipment, shop drawings, detailing, and means and methods submittals as proposed by GC’s and Subs.
· Review and facilitate Requests For Information (“RFI”) questions and answers between GC’s, Subs, and consultants.
· Assist with bidding, contracting, material and equipment procurement, and coordinating architectural and engineering support
Review work scopes, inclusions, exclusions, and qualifications in GC’s and Sub’s bids, work orders, or change order proposals, and request clarifications or negotiate terms as needed.
· Review and analyze change proposals for validity and reasonableness of pricing, and approve and execute change order and addenda documents while maintaining an accurate and up to date change proposal/change order log for each project.
· Review project specific requirements for permitting and prepare and submit applications and payments for processing and approval. Conduct periodic follow up communications and coordinate plan revisions with architects and engineers to promote timely approvals of all required permits.
· Craft and provide public notifications in conjunction with other departments to ensure clarity and uniformity of communications delivered.
· Receive and review communications regarding concerns and damages from residents and homeowner’s associations and manage resolution actions.
· Perform and coordinate post-construction tasks to expedite project acceptance, certificates of occupancy, permit closure, releases of retention payments, road and facility dedication to third party entities, and turnover to HOA’s.
· Receive and address daily issues and create and enact problem resolution plans.
· Prepare or supervise the preparation of daily, weekly, and monthly Daily Diaries, QC/QA reports, construction progress reports, certification testing, Health, Safety, and Environmental (“HSE”) reports, and other reports as required to comply with all project requirements and regulations.
· Management of repair and maintenance activities.
· Prepare or review master planning, development, and individual project schedules and ensure integration, coordination, and compliance with other HHI departments’ goals.
· Review and approve invoices within the Accounting Department’s monthly submission and approval deadlines.
· Execute and track Purchase Orders and Work Orders from ordering through delivery.
· Establish and maintain administrative systems to optimize project record keeping.
· Monitor and report daily project progress to the VP-SiteDev as requested.
· Identify and communicate project delays, issues, and challenges to the VP-SiteDev and coordinate efforts to minimize work stoppage or slowing and exercise actions needed to keep all projects on schedule to ensure timely completion.
· Assist the VP-SiteDev with future planning and coordination of projects with regards to scheduling, site logistics, material management, and coordination with other HHI departments.
· Conduct other duties as directed by the VP-Site Dev.
Field-Oriented Responsibilities:
· Construction inspection including coordination of testing and certifications, QC/QA, and acting as liaison with government and utility agency representatives inclusive of their managers, engineers and inspectors.
· Monitoring of the GC’s and Sub’s construction activities, material and equipment procurement, and construction schedules to ensure timely delivery of all project commitments, requirements, milestones, and deadlines.
· Coordination of surveying for construction stakeout, installation and maintenance of survey control points, and final certifications.
· Coordination of geotechnical inspection and testing.
· Coordination of government, utility, and third-party inspection and testing.
· Ensure timely delivery of the GC’s and Sub’s CPM and 4-Week Progress Schedules and review and comment to ensure compliance with project delivery goals.
· Schedule and coordinate maintenance, repair, or replacement work on features in undedicated neighborhoods or within HHI’s private property limits including but not limited to items such as street lights, trees, signs, irrigation, landscaping, and backflow preventers.
· Represent HCMG as its primary field liaison with all government and utility agency managers, engineers, planners, and inspectors including for work within private versus public right of ways to ensure proper direction of communications and actions.
· Topsoil production and stockpiling, and disposal of spoils.
· Grading, Trenching, and Building Permit applications, approvals, and renewal tracking.
· Conduct or supervise inspection, photography, and documentation of site specific pre-construction conditions.
· Set up optimal site logistics and material management procedures including delivery and disposal.
· Process and track field change directives in coordination with consultants, architects, and engineers and process contract change orders and addenda where applicable.
· Create and manage optimal security procedures for each project including ingress and egress control.
· Monitor and manage GC’s and Sub’s daily construction activities for compliance with all HSE permits and regulatory requirements and provide timely communication of problems and issues requiring action, remediation, and follow-up to ensure timely resolution inclusive of documentation.
· Landscaping, facility, and asset maintenance.
· Post construction inspection and site monitoring.
· Conduct additional field activities, assignments, and responsibilities as directed by VP-SiteDev
