Examples of Duties
Purpose of Position
Under occasional supervision, clears and maintains right-of-ways to ensure safe electric and water/sewer, and public works operations. Operates the bucket truck from the ground. Possess and maintain a minimum of a Class B Commercial driver's license. Position is subject to emergency condition recall of essential personnel and may be required to provide support to other departments in an emergency. This position requires random alcohol and drug testing in accordance with Federal Department of Transportation laws. Performs related work as assigned and reports to the Right-of-Way Division Manager or assigned supervisor.
Essential Job Functions
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. • Clears right-of-ways to help ensure safe electric and water/sewer operations.
• Performs all work in accordance with all applicable policies, procedures, regulations, and standards of safety and quality.
• Inspects equipment and work in progress for compliance.
• Maintains assigned equipment and vehicles and assists in repairs when needed.
• Assists in maintaining all public works services.
• Cleans up fallen trees, debris, etc., after severe storms.
• Operates a variety of heavy equipment, including, but not limited to, bush hog, bucket truck, dump truck, climbing equipment, hoists, wood chipper, stump grinder, chain saw, Jaroff, dozer, motor grader, excavator, and various hand and power tools as required and commonly used to accomplish right of way clearing and other demolition tasks.
• Prepares and submits required records and reports.
• Must be knowledgeable of modern building and maintenance construction methods and practices, including, but not limited to, electrical, plumbing, sewer, and minor building repairs.
Demolition and disposal of condemned houses.
Land clearance and grading.
Exposed to hazards of working near and around power equipment, traffic, high voltage distribution lines, falling debris, including trimmings and heavy limbs.
Must have line clearance certification or equivalent training equal to line clearance.
Must have training and be familiar with electrical hazards.
Operates a bucket and/or truck near energized high voltage electrical distribution lines.
Must be trained in tree and bucket rescue.
Work may be in the vicinity of energized parts or equipment.
Participate in and work to complete special projects that involve planning and scheduling with other departments, divisions, and contractors.
• Interacts and communicates with a wide variety of individuals and groups in the performance of duties, such as the immediate supervisor, other department directors, division managers, administrative staff, and other City employees, customers, and the general public.
• Performs described Essential Functions and related assignments ef?ciently and effectively in order to produce a quantity of work that consistently meets established standards and expectations.
• Position is subject to stand by, emergency condition recall of essential personnel, and may be required to provide support to other departments in an emergency.
• Maintain compliance with all personnel, administrative, and safety policies, guidelines, processes, and procedures.
This position is classified as safety sensitive and subject to ongoing random alcohol and drug testing.
• Performs other related duties as assigned.
Minimum Qualifications/Experience
Requires a four-year high school diploma or GED* equivalent to GED issued by the SC Dept. of Education supplemented by one year of experience in tree, limb, and hazard removal while working around energized electrical distribution lines, equipment, and other hazards. (*Note – As a general rule, most GED’s received through the internet do not qualify. The City of Clinton reserves the right to accept or reject any document submitted under the pretense of meeting the educational requirements of this position. No one decision shall be considered as a precedent for past or future decisions on acceptance or rejection of any document.)
Must enlist in a training program to become certified to operate a bucket truck.
Must possess and maintain a valid SC Drivers’ License with a minimum of a Class B Commercial Driver’s License Endorsement and a safe driving record.
Must have certified line clearance training or a combination of qualified training to meet equivalency as determined by the City of Clinton.
Must be physically able to work from a bucket truck while experiencing heights and unusual working conditions.
Must be capable of encountering and dealing with various species of wildlife, including but not limited to vermin, reptiles, bugs, and various other animals, including varieties of vegetation, including but not limited to briars, heavy shrubbery, and poisonous vegetation (poison oak/ivy, etc.)
Must be physically able to work in various weather conditions, including, but not limited to, heat, cold, rain, snow, ice, fog, haze, varying humidity, and in some cases, storm conditions.
This position is subject to emergency callback and operates under the City of Clinton’s reasonable-suspicion drug program, in addition to federal DOT driving, drug, and physical requirements. This position is subject to ongoing random drug and alcohol testing at the discretion of the City of Clinton. This position is classified as safety sensitive.

Physical Demands of Position
Must be physically able to operate different types of construction and maintenance equipment, including trucks, bush hog, tree cutting and clearing equipment, bulldozer, hand and power tools, and related equipment, etc.
Must be physically able to exert up to fifty pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects.
Work involves walking and standing, bending, crouching, reaching, climbing, pushing, pulling, and lifting/carrying weights of up to fifty pounds
This position requires the worker be capable of strenuous manual labor as necessary to perform daily routine tasks.
Working Conditions
Work is primarily performed outside in a variety of adverse environmental conditions, including exposure to extreme heat, cold, wetness, humidity, pollen, dust, dirt, odors, machinery hazards, traffic hazards, toxic agents, noise, and vibrations.
This position may be subject to moderate danger or risk, or to tension as a regular, consistent part of the job.
This position requires the use of various types of personal protective equipment, including but not limited to a hard hat, gloves, hearing protection, eye protection, and similar equipment.
This position requires ongoing random alcohol and drug testing in accordance with Federal Department of Transportation regulations.
Supervisory Responsibilities
This position has no supervisory responsibilities.
Supervision Received
Reports to the Right-of-Way/Maintenance Division Manager or designee, but is expected to also work closely with other city personnel, including other department directors, division managers, administrative management, co-workers, other city employees, and the public to meet the requirements of the position.
