What You'll Do: * Works under direction and requires thorough knowledge of human resources functions and civil service laws, rules, policies & procedures in order to serve as Institution Personnel Director coordinating advanced and non-advanced HR sub-programs.
* Manages and oversees all personnel activities for institution; manages position roster and ensures compliance * Tracks and monitors claims and advises employees regarding Family Medical Leave Act (FMLA) * Coordinates requests for and review of independent medical evaluations to determine fitness for duty * Oversees return to work program * Manages disability separations and reinstatements to return to work program, manages disability separations & reinstatements to return employees to work timely and in compliance with applicable regulations * Tracks, monitors compliance and advises appointing authority regarding Americans with Disabilities Act (ADA) * Tracks processes and monitors unemployment compensation claims and serves as management representative at unemployment compensation hearings * Conducts exit interviews * Runs reports and gathers data to notify Labor Relations of staff for placement on physician verification.
* Formulates and implements local personnel policies and procedures at the institution ensuring compliance * Provides guidance and information to management and staff regarding policies and procedures, applicable collective bargaining agreements and state and federal law * Oversees and manages processes in filling vacant positions * Participates in employee orientation program * Maintains tables of organization * Coordinates, track, processes and advises regarding performance evaluations * Directly supervises all staff within the personnel office (e.g., HCM Analyst & payroll officers) * Oversees and assists the HCMA with processing non-advanced sub-programs * Oversees and ensures the timely and accurate processing of payroll * Ensures and or provides coverage of payroll as needed * Approves requests for leave and other payroll documents * Identifies training needs and conducts or arranges for training opportunities * Writes goals and completes and conducts timely performance evaluation reviews * Participates in career fairs/recruitment events * Monitors OPERS electronic contributions * Coordinates data for ACA and other audits * Conducts presentations and provides training to management staff and others on personnel matters (e.g., in-service training, performance evaluations) * Conducts new employee orientation * Researches and drafts responses to EEO complaints * Participates in committees and teams * Attends meetings, training sessions and conferences * Performs other duties as assigned.
