Job Title:Capital & Data Planning Analyst

Department:Administration and Planning Planning Architecture and Real Estate Physical Space and Capital Planning

The Capital & Data Planning Analyst plays a key role in supporting university capital planning efforts within the Office of Planning, Architecture, and Real Estate. This role facilitates the development and implementation of the university’s annual Capital Improvement Plan (CIP) within the Workday/Adaptive software

environment as well as through coordination/facilitation of meetings with college/business units and multi-unit Technical Team for review. The position provides comprehensive project and data analytical support to the Director of Facility Planning, the planning and design team, and other university leadership. Also, the planning analyst coordinates and collaborates with facility and financial representative across the enterprise to understand and assess near and long-term capital priorities. Coordination with university business units/departments, such as Administration and Planning, Business and Finance, and Facilities Design and Construction is required.

Key responsibilities include conducting advanced data analysis utilizing Excel or similar software, developing Tableau dashboards to support decision-making, and applying AI enhanced analytical tools to improve forecasting, reporting, and strategic planning. Experience with managing complex processes for a public entity is desired. The position collaborates with university leadership to develop fiscal strategies aligned with Framework, the university’s campus master plan, principles, institutional priorities, and long term planning goals. The planning analyst also coordinates all duties related to the state-assigned community projects, as part of the biennial state capital bill. This includes serving as the main liaison between Ohio State University and community organizations that receive funding from the state, by ushering community projects through the entire Joint Use Agreement (JUA) process and then coordinating with Facilities Design and Construction (FDC) to implement the project.

Data Analysis and Research

This position conducts research and data analysis on topics such as classroom utilization, capital spending by college/unit, and other areas as assigned. The planning analyst prepares and delivers formal presentations, trainings, written summaries, dashboards, and visual analytics. The role also manages datasets to ensure accuracy and usability across capital planning processes and develops graphics, charts, tables, and reports that synthesize complex data into clear insights that support the annual capital plan and other planning initiatives.

Leadership and Capital Planning Support

This role supports leadership decision making by contributing to recommendations on project prioritization, scheduling, and funding for the Capital Improvement Plan (CIP). It oversees the maintenance of annual capital submissions and facilitating the biennial submission for state capital submissions and reappropriations. Performs core services including data management, proposal review, consulting with project teams, and responding to information requests. Working closely with the Office of Business and Finance, this role assists in the development of the university’s long-range capital plan. Additional responsibilities include supporting office operations, coordinating internal initiatives, and mentoring student workers, as well as serving as backup for team members when needed.

Team and Project Support

The position assists the planning team with project execution, ensuring high quality customer service while meeting scope and schedule expectations. Responsibilities include developing detailed work plans, proactively communicating project status, maintaining accurate records and datasets, and leveraging tools such as Tableau, Excel, and AI driven solutions to enhance reporting, visualization, and workflow efficiency.

Other duties may be assigned. Successful completion of a criminal background check is required.

Minimum Education Required

Bachelor’s degree or equivalent combination of education and experience.

Required Qualifications

Bachelor’s degree in planning or related field (or equivalent combination of education and experience) and 2 years of relevant experience required.

Advanced computer skills, including strong proficiency in Excel, data management, and data analysis.

Experience developing Tableau dashboards and applying AI enhanced tools to support planning, reporting, and decision-making.

Strong analytical, written, and verbal communication skills.

Ability to work independently and collaboratively on complex projects.

Strong time management, workload prioritization, and problem solving skills.

Experience presenting to large, diverse groups.

Flexible, positive, and proactive team attitude; strong conflict resolution skills.

Self-starter able to research and problem solve a range of planning-related topics based on team need.

Desired Qualifications

2-4 years of relevant experience preferred.

Experience working in an office environment.

Experience with Excel beyond basic functionality (data modeling, advanced formulas, Power Query, etc.).

Experience with capital planning in a state university setting

Experience with university capital planning software and database systems.

Additional Information:

The target hiring range for this job profile is $64,900 - $84,850 annually. The actual salary paid to an individual will vary based on multiple factors, including but not limited to, education, years of experience, internal equity, etc.

This position is in-person and requires regular on-site attendance in Columbus, Ohio.
