Finance Associate

Organizational Setting and Work Relationships

The Finance Associate is normally supervised by a more senior finance colleague who defines general work objectives and provides necessary advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues.

The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. The incumbent may supervise some support staff.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR s core values of professionalism, integrity and respect for diversity.

Duties

- Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.

- Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.

- Prepare recurring reports as scheduled and special reports as required for budget preparation, audits or other reasons.

- Advise and assist staff members, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, calculate and authorize payments due for claims and services.

- Maintain liaison with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations and matters pertaining to maintenance of office bank accounts.

- Prepare detailed cost estimates and participate in budget analysis and projections as required.

- Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required.

- Verify that the financial transactions are correct and in accordance with UNHCR rules and procedures.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

Desired Candidate Profile Technical & Functional Skills

• Proven experience working with UNHCR financial systems, particularly ERP, and Workday.

• Good knowledge of UNHCR financial rules, regulations, procedures and processes.

• Strong proficiency in Excel, including pivot tables, data validation, and financial reconciliation tools.

• Experience in working with high volume financial environments and tight deadlines.

• Experience in preparing bank reconciliations.

• Understanding of procure to pay processes.

• Experience in supporting field offices or providing remote financial guidance and troubleshooting.

• Experience in processing and monitoring operational advances, and petty cash payments.

• Experience in asset and inventory management.

Operational context

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The Finance Unit in UNHCR Amman, Jordan oversees financial planning and management activities for the Jordan operation, which includes the main Country Office, Field-Offices in Mafraq and Azraq, and one Field Unit in Irbid. The Unit maintains three bank accounts in local and foreign currencies, used to manage cash outflows in the country for salaries and payments to partners, vendors, and beneficiaries, as well as occasional support to other operations in the region.

The Finance Unit maintains strong collaboration with the Administration, Supply, Programme, and Cash-Based Interventions units within the Jordan operation, the MENA Regional Bureau in Amman, and Treasury and DRM at HQ. The Unit continues to work closely with financial institutions in Jordan and other UN organizations within the Operations Management Team (OMT) and Business Operations Strategy (BOS). The role requires frequent interaction with internal stakeholders at various levels, and regular engagement with external partners, including banks, suppliers, and service providers.

The position requires strong technical skills and the ability to perform financial transactions within the area of responsibility, ensuring compliance with UN financial regulations and UNHCR’s rules, policies, and procedures.

As a member of the Administration Unit, and under the supervision of the Senior Finance Associate, the incumbent may be required to perform duties beyond those listed in the job description. This includes liaising with focal points at the local bank and supporting international and national staff by providing the information and letters needed for opening bank accounts or other banking-related requirements. The incumbent is also expected to support the Finance Unit with internal training and provide technical advice to the Field Offices and other units when required.

Though the position focuses on Finance functions, experience in other fields, including Administration, is essential to maintain a strong overview of the multi functional areas that intersect with Finance. He/she should be able to work under pressure and demonstrate flexibility and adaptability to change, both operationally and technically.

Amman: Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station.

Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range from 1100 – 2500 USD per month.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until mid-March, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
