Job Description:

The Owner's Representative for Fiber Quality serves as the client's on-site authority responsible for ensuring that all fiber optic infrastructure is installed, tested, documented, and handed over in strict accordance with design intent, performance standards, industry best practices, project specification and operational readiness requirements.

This role provides independent oversight of structured cabling and fiber installation activities, always represents the Owner's interests, and ensures a disciplined, transparent approach to quality control, testing, certification, and turnover for mission-critical network infrastructure.

Key Responsibilities:

Act as the on-site representative for the Owner, accountable for fiber installation quality, inspection oversight, and final acceptance of structured cabling systems.

Provide leadership and oversight to QA/QC inspectors, fiber installation contractors, low-voltage trade partners, general contractors, and designers, ensuring alignment with Owner standards, specifications, and performance criteria.

Interface daily with the General Contractor, fiber contractors, ICT designers, and client stakeholders to plan, coordinate, and de-risk fiber installation activities.

Oversee end-to-end fiber deployment including as examples:

Outside plant (OSP) and inside plant (ISP) fiber installation

Backbone and horizontal fiber distribution

Fiber pathways (tray, conduit, innerduct)

Splicing, terminations, patch panels, and cross-connects

Meet-me rooms (MMRs) and main distribution areas (MDAs)

Ensure compliance with structured cabling standards (e.g., TIA, ISO/IEC) and Owner-specific design standards.

Review and validate installation quality including bend radius control, cable management, labeling, segregation, grounding/bonding, and pathway capacity compliance.

Oversee and witness fiber testing and certification including:

OTDR testing

Insertion loss testing (Tier 1 & Tier 2)

Polarity validation

End-face inspection and cleanliness verification

Review, validate, and approve fiber test reports, splice logs, as-builts, and turnover documentation.

Identify, escalate, and resolve quality deficiencies related to installation workmanship, test failures, or design deviations.

Maintain deficiency logs and drive corrective actions to closure prior to system acceptance.

Confirm adherence to safety requirements, clean-room protocols (where applicable), and data center operational constraints.

Ensure readiness for network equipment installation by verifying infrastructure completeness and performance compliance.

Support transition to operations by ensuring fiber infrastructure is fully tested, labeled, documented, and aligned with the Owner's operational standards.

Work Location & Flexibility:

This role requires full-time on-site presence during critical fiber installation and testing phases to represent the Owner and ensure quality compliance. Travel to project sites is required as dictated by program needs.

Required Qualifications:

• Bachelor's degree in Engineering, Telecommunications, Construction Management, or related discipline, or equivalent relevant experience.

• Minimum 5 years of experience overseeing structured cabling and fiber installations in data centers or mission-critical facilities.

• Minimum 10 years of experience delivering complex infrastructure or telecommunications projects.

• Demonstrated experience managing QA/QC processes in active construction environments.

• Strong working knowledge of fiber optic installation practices, testing methodologies, and documentation standards.

Preferred Qualifications

• Industry certifications such as RCDD, FOA CFOT, PMP, or equivalent.

• Direct experience supporting hyperscale and/or colocation data center programs.

• Familiarity with network architecture in mission-critical environments (spine-leaf, redundant pathways, diverse routing).

• Experience with high-count fiber deployments and campus-scale fiber distribution.

• Demonstrated commitment to quality, safety, and operational resilience in critical digital infrastructure environments.
