Videos Duties Help * DLA Contracting Services Office Site and DLA Acquisition manager for designated special contracting programs within the Agency.

* Lead of Acquisition and Contract Management Integrated Process Teams (IPTs) for key DLA Enterprise Wide Information Technology (IT) Modernization Programs.

* Directs Acquisition activities and execution for major and critical Contracting areas: Information Technology (IT) Modernization, Manufacturing and Logistics Research and Development (RandD), and Logistics and Financial Services.

* Principal advisor and liaison to DoD, DLA, Corporate America, and representatives of businesses and civilian agencies for program concepts, corporate goals and objectives, and evolving, state-of-the-art acquisition strategies/initiatives.

* Interprets and reviews laws, executive, and DoD policies and directives impacting assigned programs.

* Reviews and analyzes quality of contracting initiatives, policy, and strategy developed by senior contracting personnel or members of the Acquisition and Contract Management IPT to ensure programs/projects align with DoD and DLA objectives.

CAP Requirements: Applicant must meet each of the following items: * Hold a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees * Have completed all mandatory training requirements for Level II or Level III Contract/Foundational certification.

* Possess four years of acquisition experience.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

In addition to meeting the CAP Requirements above, to qualify for the GS-15 grade level, specialized experience must be at the GS-14 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: * Planning, directing, and executing specialized programs of marked difficulty, responsibility, and national significant.

* Advising stakeholders across the Federal government, Corporate America, and representatives of business and civilian agencies for program concepts, goals, and objectives on acquisition strategies and initiatives.

* Experience with a variety of Federal procurement/supply regulations, policies, and procedures to accomplish complex actions and provide guidance in the development of highly complex contracts involving unique and/or highly specialized services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Education Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

Position is a DoD Critical Acquisition Position & requires DoD Acquisition Contracting, Foundational certification within required timeframes.

Selectee must achieve 80 hours of Continuous Learning Points every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.

This position is being filled as Term appointment not-to-exceed (NTE) 3 years.

Current permanent DLA employees eligible as a Promotion will be filled as a Temporary Promotion NTE 3 years and may be extended up to a total of five years or converted to a permanent promotion without further competition.

Current permanent DLA employees eligible as a Reassignment/Change-to-Lower Grade will be filled as a Reassignment/Change-to-Lower Grade with the intent to be limited to the time period specified in the announcement and may be reassigned at management's discretion or made permanent at any time.

Upon termination/expiration of the temporary assignment, placement will be either to the gaining or previous organization in accordance with DLA policy (DLAI 1442.04) regarding placement rights after a time-limited assignment.

For all others, if selected, this would be a Term/Time-Limited Appointment NTE 3 years, and not more than six years.

The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment/appointment and that they may be released from this position upon management discretion.

Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace.

All DLA employees are required to refrain from illegal drug use on and off duty.

DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
