On behalf of the Instructional Coherence and Impact office and Literacy Achievement and Academic Success section, serves as an Ohio Department of Education and Workforce the education program specialist responsible for supporting the development, coordination and implementation of the state-wide integrated multi-tiered system of supports (Ohio’s Integrated MTSS) framework.
Serve as an unclassified employee pursuant to Section 3301.13 R.C. and perform the following educational and/or research responsibilities:
Expertise
Develop content related to the components of an integrated multi-tiered system of supports (universal screening, continuum of supports, data-based decision-making, progress monitoring, team-based problem solving, shared leadership, professional capacity, communication and collaboration) that includes academic and non-academic instruction and supports for improving learning outcomes for all students.
Provide guidance, coordination, and support to stakeholders for the implementation of an integrated multi-tiered system of supports (universal screening, continuum of supports, data-based decision-making, progress monitoring, team-based problem solving, shared leadership, professional capacity, communication and collaboration) designed to support all students that includes academic and non-academic instruction and supports for improving learning outcomes for all students.
Integrated MTSS Statewide Capacity
Provide expert guidance in the development and coordination of implementation supports for Ohio’s Integrated MTSS to ensure the framework meets the needs of all levels of the education system.
Stay current and disseminate the latest integrated multi-tiered system of supports research, literature, and best practices, and review federal and state policies, research, and data in applying components of an integrated MTSS framework.
Conduct and maintain an inventory of state integrated MTSS activities, resources, and supports and provide support to align with the state framework.
Support cross-content strategies for Ohio’s Integrated MTSS including but not limited to technical assistance and implementation of strategies based on cognitive science.
Develop synchronous and asynchronous professional learning modules in each of the Ohio’s Integrated MTSS core components to define how each component is operationalized to ensure the delivery of effective instruction for all students.
Assist in the development of a state-wide plan for school and district leaders to provide coaching to teachers, staff, leaders, and teams to oversee, sustain, and scale up the core components of an Integrated MTSS framework.
Develop support for districts/schools in identifying areas of model implementation, areas of growth, sustainable practices, and planning for continued implementation.
Maintain internal and external facing resources.
Proactively communicate progress and challenges of initiatives to leadership and stakeholders.
Travel statewide for presentations, conferences, training, and meetings.
Integrated MTSS Regional Capacity
Support the development of a state-wide rollout for consultants across educational service centers (ESC) and state support team regions (SST) to provide professional learning in the core components of Ohio’s Integrated MTSS framework.
Collaborate with the Office of School and District Improvement to support state support teams in the development of a local integrated MTSS aligned to Ohio’s framework through webinars, regional sessions, and resources.
Design opportunities for stakeholder input and feedback to evaluate the feasibility and relevance of the components of Ohio's Integrated MTSS framework to accelerate outcomes.
Integrated MTSS Cross-Office and Cross-Agency Collaboration
Collaborate across offices to leverage expertise in identifying opportunities to align communication and application of Integrated MTSS (e.g., cross-agency team).
Collaborate across offices to leverage expertise in co-constructing professional learning for teachers, leaders, and coaches on how to establish effective Integrated MTSS structures and implementation.
Collaborate with data and assessment teams to inform the use of an integrated data system for district and school use.
Work with outside contractors/funded projects to ensure the delivery of products/services.
Minimum Qualifications
6 years of experience working in an educational setting (i.e., k-12, higher education) in one of the following capacities: teacher, building or district administrator that includes
Demonstrated experience implementing an integrated multi-tiered system of supports (universal screening, continuum of supports, data-based decision-making, progress monitoring, team-based problem solving) that includes academic and non-academic instruction and supports for improving learning outcomes for all students.
Demonstrated experience developing content related to the components of an integrated multi-tiered system of supports (universal screening, continuum of supports, data-based decision-making, progress monitoring, team-based problem solving) that includes academic and non-academic instruction and supports for improving learning outcomes for all students.
Preferred Qualifications
Demonstrated experience creating and delivering professional development.
Demonstrated experience or knowledge interpreting legislation and law (i.e., operating standards, Ohio Revised Code, Ohio Administrative Code, state/federal requirements and guidelines, providing direction/guidance to stakeholders).
Demonstrated experience or knowledge base of current educational issues (e.g., ESSA, standards, curriculum and assessment).
Demonstrated experience in the development of tools and technical assistance related to program operations.
Superb communication skills at all levels of an organization and with customers/partners via multiple media.
Excellent interpersonal, networking and team-building skills.
