General

The GIS Analyst / Developer II reports to the Manager, IT or IT Director (Applications) and will be responsible for complete systems life cycle management activities (e.g., analyses, design, technical requirements, coding, testing) implementation for geospatial and other application systems that support agency operations, planning, asset management, and field data workflows. This role is responsible for configuring, administering, developing, and integrating both Esri and open-source GIS technologies into enterprise systems such as ERP, CRM, Asset Management, Scheduling, and Planning applications, for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (JPB), and the San Mateo County Transportation Authority (TA).

Essential Functions & Duties

Acts as technical team leader and maintains responsibility for analysis, design, and implementation of projects as assigned, including complex and highly specialized applications.

Manage the development and implementation of and provide support for business applications, integrations, interfaces, and utilities.

Key contributor and driver in the deployment approach, including planning and execution, data conversion approach, script development and execution, warranty period, and solution transition to the platform's operational context.

Design and develop complex workflows and innovative ideas on modernizing business practices.

Perform spatial analysis and obtain location information and/or data extraction from large datasets.

Review and process (QA/QC) spatial data, perform data/attribute enrichment, and migrate production ready data to a centralized repository.

Produce professional maps/figures and investigate and analyze spatial datasets.

Develop, maintain, and optimize linear referencing systems/networks.

Develop efficient and repeatable scripts that streamline complex and reoccurring tasks.

Review and publish production ready GIS data on to Agency GIS Portal.

Participate in the investigation, procurement, installation, configuration, administration, maintenance and integration of commercial off-the-shelf (COTS) software that specializes in geospatial technology and solutions to streamline GIS and other business processes.

Support to the creation, implementation, and maintenance of GIS standard operating procedures, as well as GIS related policies and procedures for data creation/acquisition.

Collaborate with internal customers and consultants to define the business requirements, scope definition, and project timelines.

Successfully drives designs and solutions through enterprise processes and governance to ensure compliant, secure, and supportable solutions.

Participate in new release feature and functionality reviews to provide ongoing technical guidance and support.

Integrate business systems to optimize business solutions and provide technical support.

Provide technical systems support for database administrators, analysts, and system support staff.

Maintains the sensitivity and confidentiality of data and systems architecture environment.

Examples of Duties:

Develop and configures mobile/field data collection apps

Optimize spatial databases and maintain a living GIS data dictionary

Collaborate with team members to create and iterate through process workflows and application designs and prototypes.

Monitor GIS related software, databases, and applications and conducts performance tuning as needed.

Validate features and datasets, tools/widgets, scripts, and software upgrades/patches

Provide input for the preparation, coordination, and management of GIS project work plans and schedules to include defining requirements, tasks, and resource assignments, ensuring that approved quality levels and deadlines are met

Act as a departmental liaison between vendors, contractors, other public agencies, and District staff to document processes, service level agreements, and general accountability.

Act as a key technology player in the strategic management of daily operations and the evolution of GIS Applications and Integrations.

Conduct GIS user trainings and prepare technical papers, presentations, procedures/ training manuals, and demonstration videos to help support staff and end users utilize spatial applications

Provide strategic leadership in identifying and prioritizing the evolution of the GIS Applications (ESRI and Open-source GIS technologies). Lead discussion and assist in making decisions on application data relationships required for managing the integrity of data representing the agency.

Steer the business community in achieving digital transformation and streamline their operations towards productive/optimal workflow practices within and across multiple user groups.

Manage enterprise resource planning (ERP) systems, fare collection systems, inventory management systems, and scheduling systems.

Coordinate with other departments on integrated applications as needed.

Identify and lead the implementation of new and creative solutions that are compatible with current and future technologies.

Analyze situations, identify problems, and recommend and implement solutions in a cost-effective manner.

Minimum Qualifications

Sufficient education, training, and experience to demonstrate the knowledge and ability to perform the position's essential functions successfully. Development of the required knowledge and abilities is typically obtained through but not limited to:

Degree in GIS/Geography (Cartography), Computer Science, Information Systems, Engineering, or a related field with major course work in GIS.

Five (5) years of experience developing and managing enterprise geographic information systems and databases for one or more of the following environments, asset management, engineering, planning, public health, environmental, and transportation.

Excellent verbal and written communication skills.

Demonstrated ability to establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Technical Qualification

Esri's ArcGIS Pro and ArcGIS Online

HTML, advanced JavaScript, and CSS

ArcGIS JavaScript API, Dojo, ArcGIS Server & Web Adaptor

Python, React, Vue.js, TypeScript, and Arcade, Calcite

Knowledge of OS Geo including: GeoServer, OpenLayers, Esri's Leaflet

Geospatial enabled database platforms (e.g. MS SQLServer, PostgreSQL, Oracle, etc.)

Preferred Qualifications:

Experience in public sector/transportation, railroad, utility, environmental, or public works industry.

Proficiency with Esri and Open-Source GIS software/platforms (e.g. ArcGIS Pro, ArcGIS Server, ArcGIS Online, QGIS, GeoServer, OpenLayers, etc.)

Experience with field data collection and techniques

Experience with data integration platforms, relational databases, and computer networks.

Effective written and verbal communication and presentation skills.

Possess a California driver's license with a safe driving record.
