Position Overview

The Business Analyst – Data Governance & Metadata Management supports the execution of enterprise data governance and metadata standardization initiatives within secure federal healthcare environments.

This role is responsible for conducting stakeholder engagement, capturing and normalizing metadata, and supporting governance workflows that enable the development of a centralized metadata repository and associated data products. The Business Analyst works closely with system owners, data stewards, and technical teams to ensure metadata accuracy, completeness, and alignment with enterprise standards.

This is a delivery-focused, analytical role that blends stakeholder facilitation, structured data capture, and documentation support to enable effective data governance implementation.

Core Responsibilities:

Metadata Collection & Stakeholder Engagement

Conduct interviews and working sessions with system owners, data stewards, and SMEs to elicit technical, business, and security metadata.

Facilitate meetings and workshops to drive alignment on data definitions, lineage, and governance processes.

Build and maintain strong relationships with stakeholders to support ongoing data governance activities.

Metadata Documentation & Validation

Capture, normalize, and document metadata using standardized intake templates and governance frameworks.

Ensure completeness and accuracy of metadata through validation cycles with system owners and stewards.

Support development of data dictionaries, inventory artifacts, and metadata repositories.

Governance Process Support

Support implementation of metadata governance workflows, including intake, review, approval, and publication processes.

Maintain documentation related to governance processes, stewardship activities, and lifecycle management.

Contribute to development of governance artifacts such as SOPs, playbooks, and compliance reporting.

Program Coordination & Reporting

Maintain meeting agendas, stakeholder rosters, meeting minutes, and action tracking logs.

Track risks, issues, and dependencies and report status to project leadership.

Prepare inputs for monthly and quarterly program reporting and maintain document control.

Analysis & Continuous Improvement

Conduct analysis to identify gaps, inconsistencies, and improvement opportunities in metadata and governance processes.

Support usability testing and stakeholder feedback collection to improve data access and adoption.

Stay current on data governance best practices, metadata standards, and federal data management trends. Requirements:

Qualifications and Experience

Education:

Bachelor’s degree in Business, Information Systems, Data Management, or related field required

Experience:

Minimum of 2–5 years of experience in business analysis, data governance, or consulting support roles

Experience supporting data, analytics, or digital transformation initiatives

Experience working with stakeholders to gather requirements and document processes

Demonstrated Skills:

Strong analytical, documentation, and communication skills

Experience facilitating stakeholder meetings and workshops

Ability to manage multiple tasks and priorities in a dynamic environment

Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word)

Additional Preferred Qualifications

Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), or federal healthcare environments

Familiarity with metadata management concepts, data governance frameworks, and data catalog tools

Experience supporting Agile or hybrid delivery environments

Work Authorization / Security Clearance

This position requires the employee to be a US Citizen and requires the ability to obtain a security clearance.

Work Environment:

Work will be done in an office setting/environment and will need to constantly operate a computer and other office equipment. The person in this role will need to have the ability to remain in a stationary position 75% of the time and occasionally will need to move about inside an office environment. This position frequently communicates with other employees and external stakeholders. The person needs to have the ability to accurately exchange information in these settings
