Location: Richmond, VA (Hybrid)

Duration: 6 Months

This role is a lead/oversight/guidance position focused on overseeing and guiding the implementation of a new Fiscal Services technology solution for the Medicaid enterprise system. You will work closely with stakeholders, program leadership, vendors, and technical teams to ensure that solutions align with program goals and regulations.

Key Responsibilities:

Oversee the technical implementation of the Fiscal Agent Services module within the Medicaid Enterprise System.

Ensure solutions comply with CMS guidelines, MITA goals, interoperability standards, and federal requirements.

Lead architectural reviews and assess solution implementation for alignment with enterprise architecture.

Evaluate system integration needs across various Medicaid modules.

Provide guidance on system interfaces, data exchange standards, APIs, and cloud strategies.

Develop architectural artifacts such as diagrams, data flow documentation, and technical roadmaps.

Collaborate with cybersecurity teams to ensure compliance with relevant security policies and controls.

Participate in governance processes and review change requests for sustainability and maintainability.

Provide leadership to project teams, business analysts, developers, and external partners.

Proficiency in architectural modeling, data management, and security best practices - 10 Years

Excellent communication and stakeholder engagement skills - 10 Years

Experience collaborating with vendors and multidisciplinary teams - 10 Years

Experience with cloud platforms such as Azure or AWS - 10 Years

Experience in designing or supporting large-scale healthcare or government IT systems - 10 Years

Strong understanding of the MITA framework and federal interoperability requirements - 10 Years

Knowledge of technologies such as Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5 - 10 Years

Knowledge of databases, ETL tools, relational databases, and legacy programming - 10 Years

Knowledge of enterprise integration, service-oriented architecture, APIs, and cloud computing - 10 Years

Experience with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES) - 8 Years

Relevant certifications such as AWS/Azure Architect, or equivalent - 8 Years

Experience in state government, public sector consulting, or large enterprise architecture roles - 8 Years
