HEAVY EQUIPMENT OPERATOR

This is the full journey level class within the Heavy Equipment Operator series. Employees within this class are distinguished from the Heavy Equipment Operator I by the performance of the full range of duties as assigned including the operation of the full scope of heavy equipment. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level or when filled from the outside, have prior experience.

SUPERVISION RECEIVED AND EXERCISED

Heavy Equipment Operator I

Receives immediate supervision from an assigned supervisor.

Exercises no supervision.

Equipment Operator Il

Receives direction from an assigned supervisor.

Exercises no supervision.

EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES--Essentia1 responsibilities and duties may include, but are not limited to, the following:

When assigned to any position in the class:

Operate heavy construction equipment such as backhoes, gradealls, motor graders, boom trucks, dump trucks, front-end loaders and removal equipment for a variety of maintenance and construction operations involving streets, sewers, parks, and sanitation.

Perform additional construction and maintenance tasks such as concrete work, truck driving, asphalt spreading, jackhammering, and a variety of minor repair activities.

Operate hand and power tools during the winter months including grinder, grease machine, chain saw, paint machine, pole chipper, and a stump grinder.

Identify equipment needs for each assigned project; pick-up and deliver heavy equipment to and from construction sites.

Inspect machinery and equipment to ensure proper functioning order; perform minor maintenance on equipment; report major repair needs to supervisor; ensure safety of equipment.

May work evenings and weekends as required by staffing shortages or emergency conditions.

When assigned to Streets & Drainage:

Grade and crown city streets, roads and alleys using motor grader; roll asphalt; cut and break asphalt..

Clean debris from ditches, culverts and creek beds.

Sweep city streets and clear of debris and mud.

Apply sand to ice, diesel spills and slick areas on roadways.

Pour and finish concrete.

When assigned to the Landfill:

Excavate new pits to bury refuse; pack refuse for burial; build and grade levees and roads within the city landfill; ensure that slopes of burial piles remain covered with dirt.

Stock dirt piles close to dumping sites in preparation for any fires that may occur.

When assigned to Water Maintenance & Distribution:

Locate meters, water lines and valves for construction or repair purposes; excavate water lines.

Mix and pour concrete for manhole construction; construct and rebuild manholes; weld manhole covers.

Operate equipment to move water meters and lay water lines.

Install and place fire hydrants.

VThen assigned to Sewer & Storm Sewers:

Locate and excavate sewer lines; backfill jobs upon completion.

Clean and unclog sanitary sewer lines; locate sewer breaks; report sewage overflows to immediate supervisor.

OTHER IMPORTANT DUTIES AND RESPONSIBILITIES

May weld and fabricate parts and equipment.

May provide lead supervision to a small crew of lower level maintenance staff.

Perform a variety of semi-skilled and skilled maintenance work.

Perform other duties as assigned.

OUALIFICATIONS

Heavy Equipment Operator I

Knowledge of:

Operation and maintenance requirements of heavy power-driven equipment.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical to obtain the knowledge and abilities would be:

Experience:

Three years of increasingly responsible experience performing maintenance work involving the operation of construction equipment.

Training:

Equivalent to completion of the twelfth grade supplemented by training in the operation of heavy construction equipment.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid driver's license.
