Job Summary:
This is more of The FAS Solution / Cloud Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives.
Key Responsibilities:
Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) system
Ensure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
Participate in governance processes, reviewchange requests, and ensure solutions are sustainable and maintainable.
Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle. Required Skills (Must Have):
10 years of experience required in architectural modeling data management concepts and security best practices
10 years of experience required in communication and stakeholder engagement including explaining technical concepts to non technical audiences
10 years of experience required in collaborating with vendors system integrators and multidisciplinary teams
10 years of experience required in cloud platforms Azure AWS or equivalent Desired Skills:
Highly Desired
10 years of experience in designing or supporting large scale healthcare or government IT systems including Medicaid or MES modules
10 years of experience in strong understanding of MITA framework and federal interoperability requirements
10 years of experience in technologies including Node js Java Angular React Python REST JSON XML X12 FHIR HTML5
10 years of experience in databases ETL tools relational databases SharePoint X12 and legacy programming
10 years of experience in enterprise integration SOA APIs cloud computing ETL and modular system design
8 years of experience in Medicaid Management Information Systems MMIS or Medicaid Enterprise Systems MES
8 years of experience in relevant certifications AWS Azure Architect or equivalent Nice to Have
8 years of experience in state government public sector consulting or large enterprise architecture roles
