Job Overview
We are seeking a Solutions / Cloud Architect to lead and oversee the implementation of a Fiscal Agent Services (FAS) module within the Medicaid Enterprise System (MES).
This role will work closely with business leaders, vendors, and technical teams to ensure alignment with federal and state healthcare regulations, enterprise architecture standards, and modernization initiatives.
Key Responsibilities
Lead architecture governance and technical oversight for Medicaid MES solutions
Guide implementation of the Fiscal Agent Services (FAS) module
Ensure compliance with CMS guidelines, MITA framework, and federal modularity standards
Conduct architecture reviews, solution assessments, and technical validations
Define and review integration strategies across modules:
Eligibility & Enrollment
Provider Services
Third Party Liability
Pharmacy
Data Warehousing
Develop architecture artifacts:
Data flow diagrams
Logical & physical architecture diagrams
Integration patterns
Technical roadmaps
Provide guidance on:
APIs, data exchange (FHIR, X12, XML, JSON)
Cloud adoption strategies (AWS/Azure)
Security and compliance frameworks (HIPAA, NIST)
Collaborate with cybersecurity teams and vendors
Participate in governance, change management, and solution lifecycle processes
Required Qualifications
10+ years of experience in:
Enterprise / Solution Architecture
Cloud platforms ( AWS, Azure, or equivalent)
Data architecture, security, and system integration
Strong experience in:
Stakeholder communication & executive-level presentations
Working with vendors and system integrators
Translating business requirements into technical solutions
Highly Desired Skills
Experience with Medicaid, MMIS, or MES systems
Strong understanding of:
MITA framework & federal interoperability standards
APIs, SOA, microservices, and modular architecture
Knowledge of technologies:
Node.js, Java, Angular, React, Python
REST, JSON, XML, X12, FHIR, HTML5
Experience with:
Databases, ETL tools, data warehousing
Legacy systems and modernization initiatives
Relevant certifications:
AWS Certified Solutions Architect
Microsoft Azure Architect
Nice to Have
Experience in state government or public sector consulting
Background in large-scale enterprise architecture programs
Work Requirements
Must be local to Richmond, VA OR within 1-hour driving distance
Required onsite presence: 2 days/week + additional meetings as needed
