Position Information/Definition
The City of Turlock is accepting applications for the position of Assistant Engineer. Under general supervision, performs complex engineering calculations, contract administration of consultants and contractors, construction management, and reviews development maps and plans for compliance with City codes and specifications.
This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.
An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period.
DISTINGUISHING CHARACTERISTICS
This is an entry-level professional engineer classification which performs complex and technical engineering work. Work involves the application of precise engineering knowledge and techniques.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Civil Engineer, Principal. Technical or functional supervision may be received from a higher-level professional engineer.
Essential Functions - Include But Are Not Limited To The Following:
Design of City capital improvement projects for streets, water, sewer, storm drain, and other public improvements.
Review and process improvement plans, development plans, parcel maps and subdivision maps and draft conditions of approval.
Draft specifications, prepare designs and calculate cost estimates for various engineering projects.
Perform procurement tasks related to professional service contracts, including the preparation of Requests for Proposals (RFP) for engineering, architectural, materials testing, environmental, and property acquisition services.
Administers contracts and project requirements and standards in accordance with City policies and procedures; define and negotiate contract changes.
Apply project and construction management principles to ensure projects are completed in accordance with established schedules and budgets.
Interface, communicate and develop partnerships with City staff, consultants, contractors and representatives from other agencies during project design and construction; coordinate and conduct status update meetings with contractor and applicable City personnel; monitor project budget and schedule and provide status updates to appropriate staff and management.
Prepare grant applications and administer grants.
Prepare and develop a variety of complex reports and recommendations for assigned council, commissions, and committees.
Enforce City codes and standards on engineering projects.
Perform design checks to ensure contractor compliance with City specifications.
Respond to citizen complaints concerning engineering problems.
Perform complex engineering calculations.
Perform field reviews and surveys of various engineering projects.
May represent the department in participation in conferences and meetings with various boards and commissions and other agencies or departments in carrying out assigned duties.
Perform related duties as assigned.
Qualifications:
Knowledge of:
Principles and practices of civil engineering and administration as applied to the design and construction of public works facilities, technical inspection services, design review and other areas.
Applicable laws, regulations and codes related to development and construction of public works.
Principles and practices of modern office management.
Budget development, administration, and expenditure control.
Principle and practice as applied to computer usage, including but not limited to Auto CAD, Spreadsheet programs and Word Processing programs.
Ability to:
Make complex engineering calculations to prepare engineering designs and specifications.
Review designs submitted by developers and others; identify deficiencies and corrective action.
Prepare engineering records and comprehensive technical reports.
Communicate clearly and concisely, both orally and in writing.
Make effective public presentations.
Develop and maintain effective working relationships with those contacted during the course of work.

Four years of increasingly responsible professional civil engineering experience may substitute.
Licenses:
Possession of an Engineering in Training (EIT) Certificate. Possession of a valid and appropriate California driver's license at the time of appointment, to be maintained as a condition of continued employment.

Maintain the following physical abilities: See well enough to operate vehicles and survey equipment, read instructions and follow directions; hear well enough to distinguish mechanical noises, to converse on the radio, telephone and in person; bodily mobility to operate survey equipment; use hands and fingers for writing, typing, drafting, and other computer related functions; and be able to lift equipment as necessary.

3. Applications will be reviewed for possession of the minimum qualifications. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.
4. Candidates invited to compete in the testing process may be required to take a written examination, which is graded on a pass/fail basis. Only those applicants who pass the written examination will advance to the oral examination. The oral examination is tentatively scheduled for the week of April 27, 2026.
5. Candidates who participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.
6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.
7. Top candidates from the eligibility list will be referred to the Municipal Services Director for final appointment consideration.
8. Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug/alcohol screening, hearing exam and vision exam.

Benefits include:
Enrollment in California Public Employees Retirement Systems (CalPERS) under either the 2.7% at 55 for "Classic" employees, or 2% at 62 for new employees hired on or after January 1, 2013 under "PEPRA", as defined by AB 340.
