Position Summary: Under general supervision from the TANF Director, the TANF Program Manager provides daily leadership and guidance to support the program and Director in areas including but not limited to; staff development, training, program compliance, planning, policy and procedure development, revision, program outreach, strategic planning and other areas as assigned. Will provide support in the direction of project management, facilitation, leadership with program staff in diverse functional areas of the TANF program. Will supervise assigned staff who may be in directservice of provision or support areas. Will assist the TANF Director in areas such as strategic planning, budget development, program review and development. Program Manager will be in charge in the TANF Directors absence.
Duties and Responsibilities:
1). Conducts or assists with supervisory activities, to include employee selection, scheduling task assignment, training, staff development, performance feedback and periodic review. May be required to temporarily cover other units in the absence of other supervisors or management.
2). Conducts regular review of TANF cases, including cash aid, diversion, transitional and closed cases and prevention proposals to ensure compliance with all applicable laws, rules and regulations of TANF Plan, policies and procedures.
3). Compares physical files with electronic files for consistency. Documents results, prepares periodic and ad hoc reports for TANF Director and Supervisors.
Identifies error trends and assists in developing strategies for specific and continuous improvement of service and delivery.
4). Assist in the development review and revision of program policy, procedures and the TANF Plan.
5). Assist in the development and review of contracts, Memoranda of Understandings (MOU) and other related agreements.
6). Assist in the development of initial and ongoing training regarding federal and state regulations and federal guidance, policies and procedures, database competency, computer proficiency and all other areas related to TANF staff job duties to insure consistent and accurate interpretation and implementation.
7). Discuss findings from case reviews with staff in meetings to improve understanding of policies and procedures.
8). Develops, plans organizes, coordinates and directs the activities of the TANF program to increase the self-sufficiency of clients.
9). Reviews client support service requests and resolves client appeals.
10). Regularly reviews and monitors work participation rates, MER processing, department stats, case counts, supportive services and other case management activities.
11). Review all TANF participant activity proposals to ensure all activities are in accordance to regulation prior to submitting to TANF Director for approval.
12). Assist in the resolution of client or community concerns, complaints or appeals.
13). Assist in the development and delivery of outreach strategies to increase awareness of our programs, activities and services to communities.
14). Assist in the development of methods to obtain feedback and input from clients and the community about our services, programs and activities; in order to communicate information obtained and trends to the TANF Director in order to improve services.
15). Prepares and submits monthly, quarterly and annual reports as required according to established timeframes and funding requirements.
16). Responsible for collecting, compiling and reporting information to fiscal department for Federal and State reports.
17). Compiles with all Tribal and Program Policies and Procedures.
18). Plans, organizes, facilities and/or participates in meetings and conferences.
19). Lead or participate in workgroups and committees as needed.
20). Maintains strict confidentiality of all privileged information.
21). Perform other duties and responsibilities as assigned.

Experience in selecting, mentoring, training, motivating and providing leadership and direction to others including staff and volunteers.
An understanding of the principals of community organization and development.
Qualifications:
A.A. or Bachelors Degree with five (5) years or more experience in a TANF supervisory or management capacity, familiar with budget administration, grant management and implementation or any equivalent combination of education and experience that could likely provide the required knowledge, skills and abilities to perform the duties as described.
Must possess a valid driver license and comply with the requirements of the Tribes driving policy and insurance requirements.
Must have the ability to work with people from diverse cultures, ethnic and socioeconomic backgrounds with knowledge of Native communities and possess sensitivity to Native culture and needs.
Must adhere to the most rigid and strict rules of confidentiality of information regarding the Tribe, other employees, Tribal citizens, program clients, the local tribal community and the public.

Physical Requirements:
The position requires walking, standing and sitting for prolonged periods of time: climbing stairs, stooping, kneeling, crouching and reaching; pushing, pulling and lifting up to 30 pounds; raising objects overhead; manual dexterity for operation of
computer.
