Position Title: FOIA Analyst

Location: Pentagon, Washington, DC (On-Site)

Clearance Requirement: Must be able to obtain and maintain a DoD Secret Security Clearance

Sampson Jefferson & Associates (SJA) is seeking skilled Freedom of Information Act (FOIA) Analysts to support the Department of Defense (DoD) in processing, reviewing, and responding to FOIA requests. The FOIA Analyst will play a critical role in ensuring compliance with statutory deadlines, protecting sensitive information, and providing transparency to the public while upholding national security interests.Key Responsibilities

Receive, review, and process FOIA requests in accordance with 5 U.S.C. § 552, DoD policies, and agency regulations.

Conduct thorough document searches and coordinate with stakeholders to collect responsive records.

Apply redactions using FOIA Xpress and other authorized tools to protect exempt information.

Draft response letters, justifications, and final determinations for release/denial of information.

Maintain case files and track requests through FOIA Xpress, ensuring compliance with established timelines.

Collaborate with senior analysts, attorneys, and government officials to resolve complex FOIA issues.

Assist in developing quality control standards and performance metrics to achieve 95% or higher compliance.

Support annual reporting and data calls related to FOIA activity.Qualifications

Education:

Minimum: High School Diploma with 3+ years of directly relevant FOIA experience.

Preferred: Bachelor’s Degree in Public Administration, Legal Studies, Information Management, or related field.

Experience:

Minimum 3 years of FOIA experience in a federal agency or DoD environment.

Demonstrated proficiency with FOIA Xpress software.

Document redaction and case management experience.

Familiarity with DoD or Pentagon operations strongly preferred.

Skills & Competencies:

Strong knowledge of FOIA exemptions, procedures, and case law.

Ability to analyze complex documents and apply statutory exemptions.

Excellent written and verbal communication skills.

Detail-oriented, highly organized, and able to manage multiple requests simultaneously.

Ability to work in a high-volume, fast-paced federal environment.Additional Requirements

Must be a U.S. Citizen.

Must be able to pass a federal background investigation.

Must be eligible for and maintain a DoD Secret Security Clearance.

Citizenship & Security

Education

Experience

At least 3 years of FOIA experience in a federal agency, military, or legal/government environment.

Experience with DoD FOIA programs and understanding of applicable laws and regulations (5 U.S.C. § 552).

Hands-on experience with FOIA Xpress or similar case management/redaction systems.

Document redaction and review experience with attention to detail and accuracy.

Familiarity with DoD records systems and processes is strongly preferred.

Technical Skills

Proficiency in FOIA Xpress software.

Ability to conduct thorough document searches across multiple databases/systems.

Strong writing skills for drafting response letters, justifications, and final determination notices.

Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).

Knowledge

Comprehensive understanding of FOIA exemptions, case law, and disclosure policies.

Knowledge of Privacy Act (PA) requirements and how they intersect with FOIA.

Understanding of classification markings and handling of sensitive/unclassified and classified information.

Soft Skills

Ability to manage high-volume requests while meeting statutory deadlines.
