Responsible for project control including financial management, cost estimating and acquisition support for all phases of the system lifecycle.

Reviews, analyzes, and interprets legislation appropriation language, and Office of Management and Budget (OMB)/Office of the Secretary of Defense (OSD) directives pertaining to assigned appropriations for the Program Manager.

Implements strategic planning, programming, budgeting, acquisition and execution of program requirements requested by the acquisition domain, and end-user customers within the Department of Defense (DoD) and the Federal Government.

Develops and executes system functionality and strategies to most effectively meet the goals and vision of the DLA, DoD and Federal senior level management.

Supports the development and execution of plans and procedures based on results of studies or on findings and recommendations of team members or senior leader directives.

Negotiates studies and plans with PM and senior leaders as necessary to gain leadership concurrence regarding the implementation of recommendations made by the incumbent.
