What you'll do
Leads lower-level IT Procurement analysts & serves as project manager (e.g., reviews project business case/plan, attends on & off-site meetings, determines appropriate computing & telecommunication technologies, cost effectiveness, agency utilization & consistency with strategic direction & infrastructure
Provides technical assistance & makes recommendations to state agencies, boards & commissions for acquisition of data processing & telecommunication hardware, software & services involving multiple computing disciplines
Independently performs needs assessment activities which may include determining solution feasibility (e.g., Identifies & defines agency’s computing & telecommunication business needs, & functional & technical requirements through observation & key personnel interviews
Determines size, scope & complexity of project
Determines agency readiness to move forward with project
Assesses agency’s knowledge of current & future IT computing & telecommunication needs to determine if analysis is needed in other areas of agency’s systems, determines agency’s ability to support requested solutions
Identifies additional areas to be considered (e.g., support personnel, ongoing maintenance costs, etc.)
Identifies suppliers capable of meeting experience qualifications & specifications or solutions
Assists agencies in identifying & evaluating pre & post procurement risks & applying mitigation strategies before risk becomes material
Applies Information Technology policies & standards (e.g., Security & Privacy laws) as appropriate
Assists customer agencies with gathering information via request for information, IT organizations, public sector organizations or contracted business partners
Utilizes technical writing experience & project life cycle knowledge to assist the agencies with developing solicitation documents to acquire necessary solutions &/or system components (e.g., hardware, software, consulting/integration services & cloud computing services) for large scope, complex, high risk computing solutions
Facilitates & leads the IT competitive procurement process during development, release, evaluation & award. The process requires the review of supplier offers & may include requests for additional information & negotiations
Conducts industry market research & analysis (e.g., in the areas of procurement, technology, business partners & suppliers, public & private sector, etc.) & applies the findings to a project, initiative, solution, procurement or contract event, which may require providing information (e.g., detailed reports &/or presentations) to various audiences (e.g., media, special interest groups & lobbyists)
Provides detailed advantages & disadvantages of computing & telecommunication projects, initiatives, solutions, procurements or contract events which vary in size & complexity
Working closely with DAS Legal staff, develops, reviews & negotiates complex information technology contracts (e.g., Master Cloud Service Agreements, Master Service Agreements, State Term Schedules, Master Maintenance Agreements, etc.) on behalf of agencies, boards & commissions
Performs contract management activities which include reviewing change requests, developing & reviewing amendments, participating in issue & dispute resolution, ensuring contract compliance, processing renewals & extensions, contract documentation management & providing responses to inquiries during contract lifecycle
Interfaces with multiple stakeholders including technicians, business partners & suppliers (e.g., account or sales representatives), multiple levels of state personnel (e.g., executive management, supervisors & middle management, business office personnel, procurement staff & data processing & telecommunications technicians), public sector personnel, Ohio Office of Budget & Management, legal counsel, interstate carriers & telecommunication companies
Reviews, analyzes, & recommends IT procurement requests from multiple state entities to address the requesting state entity’s business &/or technical needs for large complex data processing & telecommunications solutions in. These solutions include, but are not limited to: hardware, software, infrastructure, & networking, cloud computing, web technologies, mobile technologies, security, maintenance, training & consulting services
Evaluates agencies’ Information Technology plans (e.g., identifies potential procurement methods
Outlines timeframes based on procurement life cycle, scope of work, implementation schedule, availability of funds & technology; ensures alignment, consistency & compliance with state direction, policies & strategies, & with applicable state & federal laws, rules & regulations)
Minimum Qualifications
60 mos. exp. in application analysis, design & development & computer programming; 36 mos. trg. or 36 mos. exp. in computer systems analysis & design; 12 mos. trg. or 12 mos. exp. in computer hardware, software & application systems analysis & evaluation.
-Or completion of undergraduate core program in computer science/data processing/engineering; 36 mos. trg. or 36 mos. exp. in multiple areas of data processing (e.g., systems analysis, systems design, application analysis & development, programming, networking, hardware/software evaluation)
-Or 12 mos. exp. as Information Technology Procurement Analyst 2, 64172.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
