CDBG Program Specialist

Job Purpose
To assist in the operation and administration of programs funded through the Community Development Block Grant in the Social Services Department. Primary responsibilities will focus on the Housing Rehabilitation Program and the Food Pantry.
Essential Job Functions
• Interfaces with residents to determine needs and program eligibility, maintaining confidentiality of their personal information.
• Develops and revises program promotional materials.
• Conducts community outreach to raise awareness of programs.
• Updates and maintains various reports and spreadsheets.
• Manages daily operations of the food pantry, including food inventory, distribution, and other food programs as needed.
• Coordinates and acknowledges food donations from individuals and community groups.
• Assists in recruiting, training, and supervising food pantry volunteers.
• Performs data entry and completes statistical reports on programs' usage and donations.
• Provides referral and information on support service programs.
• Maintains confidentiality of program data.
• Supports the CDBG Coordinator and Community Partnerships Manager in program delivery and administration.
• Performs other related work as required.

Work Environment

• Work is performed in an office environment, food pantries, and community settings.
• Work requires reaching, standing, walking, grasping, and repetitive motions.
• Verbal communication skills required for expressing or exchanging ideas by means of the spoken word.
• Listening is required to understand information at normal spoken word levels.
• Visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
• May interact with residents who exhibit stress or may exhibit mental health conditions and/or medical disabilities.
• Ability to push, move, lift, and carry up to forty (40) pounds on a routine basis.
• Requires travel to attend meetings external to the organization in addition to offsite food distribution locations.
• Work outside of normal business hours on an occasional and usually scheduled basis.
Minimum Qualifications
Associates degree; bachelor's degree preferred, plus two-four (2-4) years of experience in Human or Social Services or equivalent combination of education and /or experience. Strong computer skills in Microsoft Word, Excel, and related Office Software are required. Possession of a valid driver's license and a driving record that complies with the Town of West Hartford Safe Driving Record Policy.
Preferred Qualifications
Bilingual English/Spanish.

The Town reserves the right to limit the number of qualified candidates invited to participate in any portion of the selection process. Candidates must achieve a passing score of seventy (70) on the oral examination in order to have their name placed on the Eligible List for this position. An individual appointed to the position must satisfactorily complete a six (6) month probationary period.
