Assistant Operations Data Management Officer

Organizational Setting and Work Relationships

The Assistant Operations Data Management Officer contributes to the management of data collection and reporting activities in field operations. The incumbent liaises with relevant Officers in the regional hubs or sections in headquarters, as applicable, for technical guidance on data management. S/he may supervise some support staff.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties

- Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities.

- Respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters.

- Keep data up-to-date, secure and accurate.

- Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff.

- Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports.

- May be required to assist in training of staff as well as staff members of implementing partners in relevant aspects of data management and provide other support to end-users of database systems.

- Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements.

- May be required to coordinate with GIS colleagues to ensure that data collection is compatible with GIS as necessary and assist with GIS and mapping tasks as required.

- Archive and backup database systems; ensure security of databases; perform database administrator functions.

- Authorize updates and amendments of ProGres data and the ProGres SOP.

- Design operational reports, statistics, and other relevant data collection forms.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

- Prior experience in data management in the context of refugee and/or displacement situations.

- Prior experience and proficiency in using UNHCR corporate tools such as proGres, BIMS, Digital Gateway…etc.

- Experience in collaborating effectively with cross-functional teams, fostering positive relationships with colleagues, governmental bodies, and external partners for seamless coordination of data management related activities.

- Strong analytical and problem-solving skills, allowing for the timely resolution of challenges related to data accuracy, data collection, and protection data analysis.

- Experience in data collection tools such as Kobo, MS Forms and others and in reporting and visualization tools including PowerBI, Visio and others.

- Prior experience in handling sensitive information, particularly individual data and identity documents.

- Prior experience in team management and leadership

Nature of Position:

The Assistant Operational Data Management Officer is supervised by the Registration and Identity Management Officer. The Assistant Operational Data Management Officer assists with the implementation of an operation-specific registration strategy, to ensure proper management of data processing in place to enable efficient and effective registration activities including identification of specific protection needs for the achievement of durable solutions. The Assistant Operational Data Management Officer provides day-to-day support to UNHCR staff and Government staff (partners’ staff) engaged in registration and data management related activities and monitors the efficiency and quality of data collection processes. Assistant Operational Data Management Officer oversee the ODM manages a data management team within the Registration Unit and responsible to produce up-to-standard statistical report and data analysis to all protection activities in the operation.

The Assistant Operational Data Management Officer collaborates closely with Registration Protection, Programme and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning.

Living and Working Conditions:

After more than three decades of political turmoil and armed conflict that profoundly affected its population, Iraq is gradually emerging into a period of relative stability. The country is making progress towards sustainable development, including efforts to resolve protracted displacement. Iraq continues to host significant numbers of refugees and asylum-seekers and pursues an inclusive policy that enables their access to national services. Despite these advances, substantial humanitarian and development needs persist.

As of the end of 2025, Iraq generously hosts more than 348,600 refugees and asylum-seekers, of whom 88 per cent are Syrian nationals. Approximately 80 per cent of this population resides in the Kurdistan Region of Iraq (KRI). While most refugees and asylum-seekers live in urban and peri-urban areas, around 30 per cent continue to reside in nine refugee camps nationwide. Iraq also continues to have large numbers of internally displaced people (IDPs), including some 102,000 IDPs who live in IDP camps.

In this evolving context, UNHCR in Iraq has transitioned from a humanitarian response to an approach that increasingly supports development-oriented solutions. UNHCR works closely with the Government of Iraq and partners to support refugees and asylum-seekers in accessing protection, public services such as education and healthcare, and economic opportunities, while also advancing durable solutions for both refugees and IDPs.

Accordingly, UNHCR’s Multi-Year Strategy (2025–2029) envisions that forcibly displaced populations in Iraq will have enhanced access to legal protection, inclusive and quality basic and protection services within national systems and improved economic opportunities.
