Essential Job Duties
Project Engineer
Oversees and performs project management of major transportation and utilities projects including design, right-of-way acquisition and construction.
Prepares and manages preparation of complex plans and specifications requiring the application of advanced engineering knowledge.
Ensures projects are in conformance with AASHTO and City standards.
Prepares and implements schedules. Monitors project budgets and ensures expenditures remain within budget guidelines. Makes recommendations for process improvement. Provides status reports regarding development and forecasted completion of projects.
Prepares and manages consultant agreements for various services including design, surveying, environmental, right-of-way acquisition, construction inspection and other project services.
Coordinates and collaborates with internal and external customers including but not limited to accounting staff, planning and development staff, regulatory agencies, permitting and grant agencies, WSDOT and utility companies in the development of assigned projects.
Prepares legal descriptions for rights-of-way, easements, annexations, LID's, etc.
Assists in preparation and maintenance of a pavement management program.
Develops exhibits and schedules open houses to inform, receive feedback and educate the public on the plans and details of assigned projects.
Prepares technical reports on engineering design decisions for assigned projects and activities.
Oversees construction inspection and documentation of assigned projects.
Develops, recommends, applies and implements policies and procedures to guide the operation of the department's data management programs.
Maintains current desk procedures and tasks to explain position responsibilities.
Creates, updates and implements process improvement procedures, tasks, workflows and systems.Other job functions:

Qualification Requirements
Project Engineer
Bachelor's degree in Civil Engineering.
Four years of relevant professional Civil Engineering experience including project design and construction management.
Registration as a Professional Civil Engineer.
Must obtain registration as a Professional Civil Engineer in Washington State within one year of hire and maintain throughout employment.Requires knowledge of:
The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
Principles, procedures and practices of civil, traffic and utilities engineering.
WSDOT and City standard construction specifications and urban design standards.
Advanced mathematical calculations.

Possibility of exposure to heavy equipment and traffic noise, dirt, dust and varying terrain.Requires the ability to:

This is an FLSA-exempt position and, as such, is not entitled to overtime. The position is also subject to an "employee at will" doctrine.
Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
Sick leave will be earned at a rate of 8-hours per month.
Annual Paid Holidays (1st year prorate): Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through 2025) + one 8-hour floating holiday.
Medical/Dental/Vision plans. We have two health plans to choose from: 1) High Deductible Health Plan (the City pays 100% of the employee premium); or 2) $250 deductible plan (the City pays 90% of the employee premium). The High Deductible Plan includes a City contribution to a Health Savings Account (HSA) in the amount of $125/month for the employee or $250/month for the employee with dependents. The City pays 75% of dependent premiums under either plan.
Membership in the WA State Public Employee Retirement System (PERS).
Optional participation in a Section 457 Deferred Comp Plan with a City match up to 2% of base pay.
$25,000 basic life/$25,000 AD&D insurance policy with premiums paid by the City on the employee's behalf.
